中文摘要：	我国三大电信运营商的重组、3G移动市场的开放，以及三网融合进程的推进，使得电信运营的竞争更加激烈。一方面，三大运营商重组完成之后，形成新的竞争格局。由于三大运营商都具有移动和固网两张牌照，同时随着国家对“三网融合”的不断推进，移动和宽带接入成为竞争的重要领域；北京地区歌华有线和长城宽带公司等潜在竞争对手的不断渗透，宽带等接入业务市场竞争将更加激烈。作为北京地区的一个扮演后进入者角色的电信运营商，如何在今后全业务经营环境下，充分发挥网络资源的效能，做好网络运行维护工作是保障公司经营发展的是北京电信面临的一个重要问题。本文以北京电信为分析对象，结合北京电信公司网络运行维护的现状，以及在新的业务发展模式下运行维护工作存在的问题，首先对北京公司网络运行现状进行梳理，分析目前存在的问题，研究影响运行维护工作的各项因素，然后就如何解决目前存在的问题提出了管控思路和方法，初步探索北京电信今后三年网络运行维护工作的策略和方针，从组织架构、规章制度、网络规划、网络维护等方面初步建立一套符合北京电信特色的网络运行维护规划体系并实施。希望能在北京电信公司内部建立贯穿全业务运营的运行维护管理体系，科学、合理地利用网络资源、网络维护人力的资源，有效提高维护资源使用效益和效率，不断提升企业的综合竞争力。
英文摘要：	With the completion of the three major telecommunication operators restructurings, the deep openness of 3G markets and the improvement of three networks convergence in China, the competition in the telecommunication sector is getting more intense and the three key players dominate the sector today. The mobility and broadband access are two main battle fields for these three players due to the improvement of three networks convergence, because all of them are granted the services certificates of mobility and fixed line. In addition, some of potential competitors, i.e. Gehua Cable company (Gehua) and Great Wall Broadband company (Great Wall) are penetrating into the market in Beijing, it will get the war more brutal. As the market entrant of this sector in Beijing area, Beijing Telecom is facing a big challenge, which is how to leverage the existing network efficiency and to maintain the network operation effectively under the current entire services situation. Given the existing network issues under the new marketing strategies faced by Beijing Telecom, this thesis is aimed to analyze and examine Beijing Telecom network operation system and the current issues, to take a close look at some key influencing factors from the network maintenance and operation perspectives, and to provide the method and the solutions. A preliminary research has been conducted for Beijing Telecom to tailor-made strategy and policy of the network operation and maintenance in the next three year from corporate organization, rules and regulation, network planning and network maintenance perspectives. Hope it will provide the helpful and valuable information for Beijing Telecom to establish the network operation and maintenance system thought out the full service lines, to leverage the network and human resource scientifically, to improve the resources efficiency and effectiveness and to continuously enhance the competitiveness.
