| 中文摘要: | 国有外贸企业是计划经济时期具有中国特色的一种企业形式,是计划经济外贸垄断制的工具。随着外贸经营权由审批制全面转为登记制,国有外贸企业为了顺应生存环境和生存方式的变化,纷纷开始了突破转型、创新发展之路。十年来国有外贸企业的转型发展已经取得积极的成果。中国技术进出口总公司(以下简称中技公司)就是国有对外贸易企业的典型代表,它成立于1952年,是以技术和成套设备进出口、招标代理、项目管理与咨询、国内外工程承包等业务为主的大型国有企业,是中国最早从事技术贸易的国有专业外贸公司。2007年,公司确定了向“国际工程承包商”和“项目管理商”转型和跨越式发展的战略转型方向,明确提出了向专业化国际工程承包商和项目管理商转型的发展战略。新的发展战略为人力资源确立了前提,体现了中技公司的企业战略对人力资源系统的期望目标。为达成公司经营目标,适时、适地、适量地提供人力资源,中技公司人力资源规划确立的工程技术人才是引领业务方向的核心人才,如何获取精通国际工程项目管理特点和专业知识,能确保公司有效防范和化解风险,改善工程技术和项目管理质量,选择引进专业性的工程设计、施工、监理、物资等人力资源,特别是具有较高知识层次、从业经验丰富的高端工程技术专业人才,是本文所论述的中心内容。本文通过深入的调查访问,查阅相关资料书籍,深入分析了中技公司在工程技术人才引进中面临的问题与困境,阐述了中技公司通过引进工程技术人才实现转型发展的策略建议,阐述了中技公司通过引进工程技术人才实现转型发展的策略建议,比较好地符合了中技公司的发展趋势,为合理地运用企业自身力量达到发展目标提供了工作依据,为国有外贸企业转型之路的人力资源对策提供了有益的探索。 | |
| 英文摘要: | State-owned foreign trading enterprise is one of the company incorporation modes with Chinese characteristics during China’s planning economy, which worked as a foreign trade monopolistic tool during that period. And the mode of foreign trade business license acquisition has been changed from examination and approval system to registration system. To adapt themselves to the business environment, the state-owned foreign trade companies begin their exploration of transformation and innovation. Over past ten years witnessed positive results achieved by these companies undergoing the transformation. China National Technical Import and Export Corporation (hereafter refers to “CNTIC”) founded in 1952 is typical modal among China’s foreign trading companies. CNTIC is a large state owned enterprise with the business covering the import and export of technologies and complete sets of equipments, tendering service agent, project management and consulting, domestic and international engineering project contracting and so on. CNTIC is a state-owned enterprise that is engaged in the technology trade at the earliest time. As the foreign trade companies launched the process of transformation, CNTIC in 2007 set a clear strategy to transform to an international engineering project contractor and project management contractor. Corporate strategy of transforming into international engineering contractor and project management contractor set a precondition for human resources management that demonstrate CNITC’s HR expected target for company development strategy. In order to achieve the operation target, CNTIC set up the HR allocation target and plan. Engineering technical professionals as the core staff will lead the direction of the business. This article will go in-depth to elaborate on how to acquire the knowledgeable and experienced engineering professionals in the fields of engineering design, construction, supervision and equipment delivery, that is specialized in project management knowing how to prevent crisis and improving the quality of project technology and management so as to set up stable project management and control system. This article by reviewing the current HR condition deeply analyzes the problems and dilemma faced by CNTIC in introduction of engineering professional, the writer elaborates the solution on engineering professional introduction to realize the development transformation strategy by conducting in-depth survey and refer to relative materials. The advice specified in this thesis is suitable for the development of CNTIC, and it provides basis for the company to realize its goal by properly using current resources and represent a helpful exploration on HR policy for a state-owned foreign trade enterprise during the process of transformation. | |
