中文摘要：	本文首先系统回顾了精益生产理论、供应链与企业管理信息系统理论以及企业资源与核心能力理论，并在对青州卷烟厂的发展历史和经营现状进行简要描述的基础上，利用战略分析原理和工具，对企业的外部竞争环境和内部资源特征进行了详细分析，同时，运用SWOT分析原理，对企业在创建“优秀卷烟工厂”活动中所具备的优势和机会、面临的劣势和威胁进行了列举，提出了企业在创优中需要进行运营机制变革从而提高企业运营机制运行效率，为进入“优秀卷烟工厂”行列奠定基础。接下来，本文又对企业从订货生产向订单生产的转变以及从推动式生产向拉动式生产系统的转变进行了详细阐述，对企业运营机制的变革做了进一步分析。另外，本文还对企业支持运营机制变革的技术能力培育、员工和组织学习能力培育及信息系统建设进行了论述。最后，本文提出了卷烟工业企业在创建“优秀卷烟工厂”活动中，要立足行业和企业实际，认真分析企业自身具备的优势和机会并清醒认识面临的劣势与威胁的基础上，改变现有运营模式，进一步提高企业运营机制运营效率和水平，为企业的创优活动开展提供基础和保障。
英文摘要：	The article began with a systematic review of theories on Lean Production, Supply Chain and Enterprise MIS, and Enterprise Resource and Core Competence, and then based on the brief description of QingZhou Cigarettes manufacturer’s developing history and current operating state, using strategy analyzing theories and tools，explicitly analyzed the enterprise’s external competitive environment and internal resource structure, in the meantime, applying SWOT analysis, enumerated the Strengths and Opportunities, Weaknesses and Threats in the activity of establishing “ The Excellent Cigarettes Manufacturer ” ,emphasized the importance of the Operation Mechanism Reform on operating efficiency enhancement, which is the foundation of establishing “ The Excellent Cigarettes Manufacturer ”. During the second part of the article it had an elaboration on the transformation of Order Production to MTO as well as Push Production to Pull Production system and made a further detailed analysis about the enterprise’s Operation Mechanism Reform. In addition, the article also discussed the skill and ability training, employee and learning capacity training and information system development, which are playing important roles in the enterprise’s Operation Mechanism Reform. Finally, the article recommended that in the process of establishing “The Excellent Cigarettes Manufacturer”, the enterprise should give considerations to the actual operating and producing capacity, base on the SWOT analysis, improve current operating mechanism so to enhance its functioning efficiency, to ultimately ensure that the excellence-creating activity is conducting smoothly and effectively.
