中文摘要：	县域经济是国民经济的基础，具有重要地位，而工业是县域经济发展的重要支撑，是一个地方经济综合实力和核心竞争力的集中体现。因地制宜的发展县域经济，探索县域经济发展模式，能为县域经济实现和谐、健康发展提供决策参考、依据。从国家“十二五”的规划来看，加快区域经济发展的规划、政策，对县域经济如何加快发展提供了导向及机遇，本文以山东省高唐县为例，分析了高唐县实施工业强县是县域经济较快发展的重要选择，是一、二、三产和谐健康发展的需要，通过分析高唐县工业经济发展历程、现状、存在问题，从而提出了高唐大力实施工业带动战略加快县域经济发展的对策措施。本文的研究正是基于上述意图，分五章展开论述，第一章为绪论部分，阐明了论题的选题背景及研究的意义，并提出了本文的研究重点。第二章为理论论述部分，对县域经济与工业强县的理论进行了论述，并找出现实依据，提出了工业强县战略是县域经济发展的重要选择，论述了加快发展县域工业，对于调整经济结构，壮大县域经济实力，扩大社会就业，建设社会主义新农村的重要作用。第三章论述了高唐工业经济发展的历程、现状，及高唐县工业经济的主要特点，发展存在的挑战与机遇。第四章针对高唐县工业强县战略的主要目标，提出了工业强县战略实施的主要途径，分六方面进行了论述、建议。第五章提出了高唐县实现工业强县战略的主要保障措施。最后为结论与展望。
英文摘要：	As the base of the national economy, county economy is very important. Industry, as the support of development of county economy, represents the comprehensive economy ability and core competitiveness. We should explore the right development patterns and develop our county economy suitable to local conditions. That will be the reference for the harmonious and healthy development of county economy. From the view of “Twelfth five-year” planning, the plans and policies accelerating regional economy has provided the guidance and opportunities for our county economy. For example, Gaotang county of Shandong Province has found the right way to accelerate county economy after analyzing its developing history, current situation and problems. So measures which accelerate developing the industry to expedite the develpoment of Gaotang county. On the base of the purpose,the topic will be expounded by the following five chapters. The first chapter is introduction, which clarified the background and the signification of this topic, and brought forward the point of studying. The second chapter is theory explanation, which expounded the theory of industry economy driving country economy and found the reference to this theory. It mainly talks about its signification to adjusting the economy structure, strengthening country economy, expanding social employment and building the new socialist countryside. The third chapter expounded the history, current situation, the main characters and challenges and chances of Gaotang industry economy development. The fourth chapter presented the main route of industry economy driving whole country economy from six parts .The fifth chapter is the safeguard measures to achieving this theory. The last is the conclusion and prospect.
