中文摘要：	近年来，电信市场竞争格局发生了根本性变化，电信企业由原来的一枝独秀变为了如今由中国电信、中国移动、中国联通三足鼎立的新格局。在全业务和3G格局下，电信企业产品之间的差异不断缩小，同质化竞争越来越严重，电信企业的竞争也从原来单一的产品竞争转变成了产品、服务、成本相结合的综合实力竞争。通信网络是运营商为用户提供各项业务的基础，运营企业超过80％的投资均用于通信网络建设，网络建设速度和质量又直接与产品响应速度及电信产品服务质量密切相关，因此对通信网络建设项目实施有效的管理，尤其是对风险进行管控，对于中国电信降低投资风险，提高投资利用率，加快市场反映速度，促进企业转型至关重要。本文在简要介绍项目管理、风险管理相关理论的基础上，对项目管理和风险管理知识体系研究进展进行回顾。本文以北京电信通信网络项目为研究对象，分析该公司通信网络项目风险管控的现状，明确目前存在的问题。然后，本文将从项目组合、项目群、项目三个层面，从风险管控目标、风险管控流程、风险管控组织、风险管控信息系统、风险管控文化等五个方面入手，探索如何构建“五位一体”的通信网络项目风险管控体系。在此基础上，本文将制定公司通信网络项目风险管控体系落实的行动计划。最后，本文将对研究结论进行总结，展望下一步研究方向。
英文摘要：	Abstract In the recent years, telecommunication market has undergone a fundamental change in competitive structure, from China Mobile as the thriving telecommunication company into three competitive pillars by China Telecom, China Mobile, China Unicom. Under the whole business and 3G business environments, the difference among them is narrowing and homogeneous competition becomes more and more serious. Competition is transformed from single telecom product into the combination of product, service and cost in comprehensive strength. Communications network is a carrier to provide users with the foundation of the business. In telecommunication companies, more than 80% of operating capital is invested for communication network construction. Network construction speed and quality is closely related to the speed of response of product and the quality of service. Therefore, it is important to effectively management communication network construction projects especially for risk management and control. It will promote China Telecom to reduce investment risks and improve investment efficiency, speed up the market reflects, facilitate business transformation in essence. The concepts of project management and risk management will be briefly described, and the research progress of project management and risk management will be reviewed. Then, it will take Beijing telecommunication network projects as the research object, and analyze the status of risk management in our company. Moreover, the risk management system will be established by integrating the three levels of telecommunication network projects such as project portfolio, program, project and five dimensions such as risk management and control objectives, risk management and control processes, risk management and control organization, risk management and control information system, risk management and control culture. It can be referred to as five dimensions integrated telecommunication risk management and control systems. Besides, the next action plan to establish this system will be made. Finally, the thesis will summarize conclusions and look forward to further research.
