中文摘要：	中文摘要当今，全球各个公司科技创新层出不穷，经济结构调整的速度也逐年加快。提高自主创新能力是我国社会主义经济发展战略的核心。2010年两会上，总理指出我国建设创新型国家和促进经济又好又快发展，高新技术产业即低碳又环保，在自主创新、方面发挥着举足轻重的作用。中小企业是我国经济发展的重点，在加快我国经济发展，促进就业率，提高自主创新能力方面功不可没。但是近年来随着中国经济发展逐年提高，我国进入WTO与世界接轨，我国许多的中小企业出现了诸多管理方面的问题，其中包括政府政策导向，全球市场取向的外部原因，也不乏内部金融，人力，品牌，政策等内部原因。本文通过文献研究法，逻辑分析法，案例分析法研究了国内外的文献、案例以及详细学习了国内外中小企业问题以及解决方案的思路，为解决我国中小企业管理问题的治理做出了如下贡献：分析了我国中小企业发展的现状以及存在的控制性，投资，企业成本，技术以及品牌和风险等问题。并指出了中小企业经营管理内在因素，政府政策导向因素对中小企业的影响，以及中小企业核心竞争力的成因。在管理中小企业发展方面，本文分析了我国近年来对中小企业政策的创新，用案例分析法讨论了中小企业对问题员工的管理策略以及不足。分析我国中小企业与大企业之间的联系，列举了他们的合作方式和利益往来，并以把握全局的思路分析了中小企业与大企业今后的合作路线。本文分类讨论了国外政府对中小企业在法律和政策等环节的支持，抽取可以被我国政府借鉴的扶持中小企业的方法，以及以美国对其中小企业建立立法环境方案重点分析了我国可以借鉴的地方。
英文摘要：	Nowadays, companies around the world an endless stream of technological innovation, economic restructuring and the speed year after year. For a country to improve the ability of independent innovation of China's socialist economic development strategy. Two sessions of 2010, the Prime Minister pointed out that China's building an innovative country and promote sound and rapid economic development, low-carbon and environmentally friendly high-tech industry that, in independent innovation, has played a pivotal role. This article discusses the classification of foreign government laws and policies for SMEs and other sectors in support can be taken to support our government learn from the way small and medium enterprises, and SMEs in the United States for its environmental programs focus on a legislative analysis of where our country can learn from .
