中文摘要: | 中文摘要 面对日益激烈的竞争环境,建筑施工企业如何通过有效的管理途径和方法提高企业效益,已经成为建筑施工企业管理人员面临的主要问题。随着管理技术的不断发展和人们对其高度的重视,传统的基于进度、成本和安全的绩效评价体系已经不能满足施工企业发展的需要。当前如何提高施工企业的管理绩效已经显得尤为重要。 本课题以笔者所在的海天建设集团为例,首先分析了本施工企业当前的发展情况,其中着重介绍了企业当前的绩效评价体系和战略目标。经过分析发现,当前的绩效评价目标并不能直接的反映公司的战略目标,并且在评价指标中过于偏重财务指标,这正是与本集团所追求的争创业内质量第一、信誉最好的战略目标有一定的背离。虽然公司较早的引入卓越绩效评价这种全面质量管理思想的施工企业,但是全面质量管理的思想在企业中还停留在口号阶段,没有形成相应的、具体的实施措施。笔者正是基于这种考虑,在文章的第二部分提出了全面质量绩效评价体系的构建思想,也即是实现公司全部门的工作质量绩效评价。通过这种指标体系的构建,笔者希望实现对施工企业各部门工作质量的绩效考核,最终提高整个公司的管理水平。施工企业高层领导可以通过绩效结果的反馈及时的发现问题,改进管理以及更正战略管理目标,顺应企业的发展。文章的第三部分用KPI法,确定出最能体现本公司战略目标的关键质量绩效评价部门,然后对其进行具体的分解、计算和描述。用层次分析法,对关键绩效指标确定权重。最后提出该指标体系构建的条件和应注意的问题。 | |
英文摘要: | Abstract Facing increasingly keen competition environment, building construction enterprises how to take effective management means and methods to improve enterprise benefit has become a major problem for the construction enterprise management. With continuing development of technology and management , traditional management means which based on pace and cost of the performance appraisal system and safety have been unable to meet the needs of construction enterprises. This paper was made Haitian for example. Firstly, the author analyzed the current progress of this construction enterprise who mainly introduced the current performance appraisal system in enterprises and strategies. After analysis the author found that the current performance appraisal target is not a direct reflection of the company's strategic objectives and targets in the evaluation is partial financial objectives which is go away from quality and creditability strategic goal. Although the company introduces the brilliant performance evaluations as a management means, but the management means and the business in the stage did not take corresponding and concrete measures. Based on this, the author proposed a comprehensive quality performance appraisal system in the second part, which was built for the whole department of quality performance evaluations. I hope that through the establishment of index system for construction enterprises to the department of quality performance appraisal and improve the company's management. Construction enterprise leadership can result from a performance feedback in time of the discovery of problems and improve the management and strategic management goals and correct to the development of the enterprise. Firstly the author used KPI method get the key performance indicators in the third part of this paper, then the author break these assessment to specific targets and description. Finally the author proposes the establishment of the conditions of the target system and some attention. | |
