中文摘要:摘 要 市场经济使企业间的竞争越来越激烈,也提升了人力资源的价值,对现代企业而言,人力资源的质量决定着企业的生存和发展,企业的竞争几乎变成了优秀员工的竞争。同时,组织的外部环境是不断变化的,这种变化带来了组织对人力资源供需的动态变化,在这种背景下,人力资源管理的战略价值在企业中被极大地提升,人力资源规划愈显重要。近年来,山东中烟工业有限责任公司在人力资源开发与管理方面做出了一些尝试和探索,为公司健康稳定成长提供了一定的人力资源保障和智力支持,但离公司突破性发展对人力资源的要求尚有很大差距,基础工作不够完善,各种机制有待健全,尤其是缺乏一个清晰、科学、带有前瞻性的人力资源规划。为此,本文目的在于充分结合六年来从事人力资源管理工作的实践,吸收借鉴同仁宝贵经验,在中国烟草行业“统一领导、垂直管理、专卖专营”的体制下制订公司人力资源规划。本文从制订人力资源规划的外部环境和内部条件出发,对企业人力资源现状和人力资源管理现状进行了分析,找出了员工队伍的不足及人力资源管理的优势和劣势,同时通过企业人力资源需求和供给的预测,建立了今后五年人力资源规划总体目标,并就保障人力资源规划实现的措施进行了分析和阐述。 
英文摘要:Abstract The market economy makes the competition of the enterprises more and more intensified and enhances the value of human resources. As for a modern enterprise, the existence and growth of it depend on the quality of its human resources. The competition of the enterprises almost becomes the competition of its outstanding employees. At the same time, the external environment of the organization is changing constantly which makes the organization change dynamically for the supply and demand of the human resources. Under such background, the strategic value of human resources management is maximally enhanced and the human resources development planning appears more significantly. In recent years, China Tobacco Shandong Industrial Company Limited has made some attempts and probes on human resources development and management which supplied proper human resources guarantee and intellectual support for the healthy and steady development of the company. However, there is still large gap in the breakthrough development of the company for the requirement of human resources. The fundamental work is less perfect, all kinds of mechanism need to be amplified and particularly, the company lacks a clear, scientific and perspective human resources development plan. For this reason, with nearly 6 years of crumbs of work experience in human resources management and with absorbing the valuable experience of the colleagues, the author tries to work out the company’s human resources development plan under the system of “Unified Leadership, Vertical Management and Tobacco Monopoly” of China tobacco. Started from the evaluation of the external environment and internal condition of the company, the paper analyzes the current situation of the enterprise’s human resources and human resources management, finds the shortcoming of the staff and the advantage and disadvantage of human resources management. Also the paper sets up the comprehensive objective of human resources development plan within three years and analyzes and expounds the measures which ensure the realization of human resources plan through the forecast of supply and demand of enterprise’s human resources.
