中文摘要：	摘 要我国政府一贯高度重视国防科技工业的发展，明确提出要“调整改革国防科技工业体制和武器装备采购体制，提高武器装备研制的自主创新能力和质量效益”。近年来，我国在军民融合产业发展的结构调整与体制创新方面出台了一系列政策，实施转型升级战略，着力提高基础能力、自主创新能力和军民融合产业发展能力，国防科技工业正在实现新的跨越发展。本文聚焦于军工企业军民融合战略的产生、发展与实施。在对国外军工企业军民融合战略进行分析和借鉴的基础上，运用内外部环境战略分析方法，重点对我国军工企业军民融合战略产生的原因、环境和发展历程进行研究。结合案例分析方法，针对某军工航天试验研究所在军民融合产业转型背景下的改革实践经历，提出了基于军民融合的发展战略及实施途径，论证了我国军工企业军民融合“单核双翼”的发展战略思路，即必须以市场为导向，以企业的核心技术和能力（单核）为基础，大力发展寓军于民的高新技术产业，将军品的技术优势与民品的市场优势（双翼）结合起来，形成军民优势互补互动。初步提出了国有军工企业军民融合实现形式具有多样性和阶段性的观点，其中“军转民”是军民融合发展的初级阶段，而“军民一体化”则是军民融合发展的高级阶段，国有军工企业发展必须走“军民一体化”的军民融合发展道路。
英文摘要：	Abstract Chinese government always attaches great importance to the development of technology and industry for national defense, specifically to adjust and reform the defense-related science, technology and industry system with weapons and equipment procurement, improve the independent innovation ability and quality of weapon equipment development In recent years, the country with the civilian industry development and structural adjustment and system innovation, issued a series of measures to improve the transformation and upgrading of strategy, basic ability, independent innovation ability and civil-military integration industry development ability, China's defense science, technology and industry is to realize new spanning development. The article focus on the cause 、development and practice of the defense industry’s civil-military integration strategy. based on the analys of the internal and external defense enterprise’s civil-military integration strategy, with the methods of enviroment analysis, our military enterprise civil-military integration strategy’s environment and development process are discussed in detail. with the methods of case analysis,according to a military aerospace test institute’s practice of civilian industry reform under the background of the civil-military integration strategy,the author put forward the civil-military integration strategy and the practice method, reasoned the “ single core and two wings” development method. The strategy should be guided by the market, based on the military enterprises’ technology and the core competency, developing the new and high technology industry, integrating the comparative advantages of the military technology and the civil market to the greatest extent. The author also proposed that there are diversity and period in the civil-military integration strategy, the conversion of military technologies and facilities for civilian use is the initial stage of the civil-military integration,and the integration of the military industry and civil industry is the higher phase of the civil-military integration,the road of the integration is the necessary stage of the development of military and civilian.
