中文摘要：	摘要作为支撑我国经济发展的一项重要基础设施，农村公路建设在近年来实现了巨大的历史性成长。然而对于建设完毕后的公路养护工作有关部门的关注力度还不够，导致了农村公路养护管理工作还存在较多的问题。如何解决这些问题，寻找公路养护、巩固建设成果的方法成为目前农村公路建成后需要解决的一项非常重要的工作。因此，对于农村公路养护长效机制的探索，以及对其管理方法的研究具有非常重要的意义。本文通过对公共管理和公共经济学等理论的借鉴，在对现有的理论进行综合利用和进行实证调研后，分析农村公路的属性，并将其与政府管理职能结合起来，最终对农村公路养护过程中存在的问题进行综合的、系统的研究，并且得出造成这些问题的原因，进而在文章中提出对于解决这些问题，和避免这些成因所应采取的相应的措施与政策意见，为农村公路事业能够科学的、健康的发展提出决策参考。首先，本文利用经济学的原理对于农村公路的属性进行分析，并在分析的基础上从物品属性入手，进一步剖析农村公路所具备的公共性特征，并根据它的公共性特征将农村公路定义为准公共物品，从而得出重要结论，即农村公路养护管理工作应该由政府进行主导。其次，将寿光市的农村公路养护管理作为研究案例，在考察农村公路养护管理现状的基础上，着重分析了农村公路养护管理存在的问题，并深入挖掘这些问题背后的深层次原因是什么。最后，结合寿光市的实际情况，从健全完善养护市场化机制、资金预算机制和组织保障机制等方面入手提出了加强农村公路养护管理的措施和政策建议。
英文摘要：	Abstract Rural roads are very important transport infrastructures in China. In recent years, rural roads constructions have achieved a historic breakthrough, but the conservation management of completed rural roads still have a lot of problems, including how to ensure the use of rural roads function, how to improve quality of service, how to get the returns of the investment. Therefore, to develop the long-term mechanism for rural road maintenance and management methods is an important research subject. This thesis is based on public administration, public economics theory, empirical research, to find out existing problems of rural road maintenance management. After systematic analysis, it put forward a number of rural road maintenance management practices and policy recommendations to optimize the decision making for rural roads. Firstly, analysis the economical attributes of the rural roads. Rural roads is a kinds of public goods, the public nature means the government have to play a leading role in the maintenance management of the rural roads. Secondly, Shouguang City is chosen as a study case to research the maintenance management of rural roads, including the current situations, problems and underlying reasons. Finally, according to the practices of Shouguang City, the management measures and policy recommendations including marketing mechanism, budget management and organizational management.
