中文摘要:摘要上海宝钢集团作为国内的特大型钢铁联合企业,凭借其技术优势和先进的管理,不仅在钢铁的生产和制造方面居于国内领先地位,而且企业还积极履行社会责任,大力发展环保事业,近些年来通过引进和开发先进环保技术和兴建大批环保工程,使企业走上了绿色和可持续发展的道路。由于近些年来集团的环保工程在技术上和项目结构上日趋复杂,已经形成了环保项目群,因而企业以往针对单体项目而建立的项目评估体系在专业性和评估内容上已不能满足决策的需求。为此本文通过对项目群和环保工程特点的分析,在项目评估的理论基础上建立了一套“全过程”、“全要素”和“全项目”为评估内容的宝钢集团环保工程项目群评估体系。在该评估体系中,“全过程”主要是着眼于项目群的全生命周期,对其中各个阶段涉及的主要项目工作进行分析,以此来分析各个阶段的评估要点和主要影响因素。而“全要素”则是针对宝钢集团环保工程项目群的特点,选取项目环境影响、项目运行环境、项目技术、项目财务状况和项目风险作为项目评估的内容,并在此基础上建立了各个专项评估的指标体系和综合评估指标体系,实现了对项目各个方面可行性的评估和项目整体情况的分析。而对于“全项目”则是指不仅要对项目群中的各个单体项目进行评估,更重要的是要对项目群的整体情况和实施影响进行综合分析,已达到为决策者提供具有全面性和可靠性决策依据的目的。为了检验本文所建指标体系的适用性和可操作性,本文结合宝钢集团一环保工程项目群的典型案例,不仅对指标体系进行了全面的应用,对具体的指标评价方法也做了说明,由此构成了针对宝钢集团环保项目群的评估体系。由于该体系的研究过程中始终与案例项目相结合,因此本文的研究具有较强的针对性,能为今后项目的决策提供借鉴。  
英文摘要:Abstract As one of the largest steel enterprises in China, Shanghai Baosteel Group is not only the pioneer of the iron and steel production and manufacture with technical advantages and advanced management, but also the model to undertake social responsibility and achieve the social value of corporate by develop environmental protection in recent years. Currently, by introducing modern environmental protection technology and carrying out a large number of environmental protection projects, the development of Baosteel group has achieved the goal of “Green Industry” and “Sustainability”. With the changes in technology, the structure and engineering of environmental protection project had been more and more complex, and the form of which had been in project portfolio. As a result, the previous assessment system for sole project will be unable to evaluate current environmental protection project portfolio. In order to provide credible and reasonable proof to decision maker, by analyzing the characteristics of project portfolio and environmental protection project, a evaluation system for environmental protection engineering project portfolio in Baosteel Group had been established, which takes,“All-Factor”and “All-Project” as the core. As for this evaluation system, “All-Procedure” means the evaluation must on the view of full life cycle of the project portfolio, each phase involved in which must be analyzed for find out the points and the main factors. As the other one dimension of evaluation, “All-Factor”will include all of important factors to project portfolio, such as environmental impact, technology, financial status and project risk, the evaluation system based on which can give complete and comprehensive outcome about project feasibility to project decision maker. Thirdly, because the environmental protection project portfolio is composed by several different projects with a functionally unified objective, so not only those sole projects must be evaluated, but “All-Project” must be evaluated as a whole in order to ensure the result of evaluation to be comprehensive and credible. For testing the feasibility and applicability of this indicator system, taking a typical case about environmental protection engineering in Baosteel as research object, not only specific and comprehensive indicator systems had been utilized to analyze the project, but relative methods and been clarified. Due to combine with specific case thoroughly, the fruits of this paper might be a useful approach to carry out effective project management and provide reference to future project decision-making.
