中文摘要：	中国实施土地有偿使用制度以来，中国的土地市场得到了长足的发展，但其不尽规范之处也时有体现，亟待完善。与此同时，城市土地收购储备制度应运而生，政府为执行土地收购储备制度而设立的土地收购储备机构也如星星之火而燎原。土地收购储备机构的垄断性、经营性和政策性将其置于特殊的位置上，土地收购储备机构有经营的职能，却普遍缺乏经营的经验，迫切需要为其制定战略，促其更好地履行职能、完成目标。本文首先介绍了中国土地收购储备制度建立的背景，提出了本次研究的对象是天津市土地整理中心，应用战略管理研究的方式、方法，从外部和内部环境分析入手，根据天津市土地整理中心的目标和经营模式，明确了天津市土地整理中心最重要的战略目标是成本控制战略。按照战略实施和控制的要求，设计战略实施与控制的对策，提出保障措施，从而得出了本次研究的结论和进一步研究的建议。本文共包括五章。第一章绪论主要描述了本次研究的背景、意义，提出了研究的重点、范围、内容和方法，总结了研究的创新点。第二章回顾了战略管理的理论知识，阐述了战略管理的涵义和特点，简要介绍了战略环境分析的方法，分析了战略管理的层次和结构。第三章结合战略管理理论，从天津市土地整理中心的属性与功能角度，对天津市土地整理中心的外部和内部环境进行了分析，运用SWOT分析得出了相关结论。第四章结合论述了天津市土地整理中心如何选择战略，制定了实施与控制战略的对策，提出了保障战略实施的对策。第五章得出了本次研究的结论。
英文摘要：	Abstract Implementation of China's system of compensated use of land, China's land market has been considerable development, but its not the norm when the Department is also reflected in urgent need of improvement. At the same time, the city acquired the land reserve system came into being, the Government acquired the land reserve system for the implementation of established institutions such as land purchase and reserve a spark and start a prairie fire. Land purchase and reserve monopoly institutions, business and policy will be placed in a special position, land purchase and reserve management functions of the institutions, but the general lack of business experience, the urgent need for developing strategies to promote the better perform its functions, to achieve targets. This paper introduces the establishment of China's land reserve system the background, made the object of this study is the Land Consolidation and Rehabilitation Center in Tianjin, the application of strategic management approach, methodology, analysis of external and internal environment from the start, according to the Land Consolidation and Rehabilitation Center in Tianjin Objectives and business model, clear land consolidation center in Tianjin, the most important strategic objective is cost control strategy. In accordance with the requirements of strategy implementation and control, design and control strategy implementation measures, safeguard measures, to arrive at the conclusion of this study and further research suggestions. This paper includes five chapters. The first chapter describes the background of this study, significance, proposed focus of the study, scope, content and methods, summarize the research innovation. The second chapter reviews the theoretical knowledge of strategic management, expounds the meaning and characteristics of strategic management, a brief introduction of strategic environmental analysis, analysis of the level and structure of strategic management. Chapter III with the strategic management theory, from the center of Tianjin, the properties of land consolidation and functional point of view, the Land Consolidation and Rehabilitation Center of Tianjin, the external and internal environment analysis, SWOT analysis using the relevant conclusions drawn. Chapter IV discusses the combination of land consolidation center in Tianjin how to choose the strategy to develop and control the implementation of the strategy, implementation of the strategy proposed security measures. Chapter obtained the conclusions of this study.
