中文摘要：	为了满足群众日益增长的信息通信需求，近些年来，政府加大对电信产业投资力度，用于IT项目上的投资也与日俱增；但另一方面，由于IT项目本身具有的高风险特性，使得IT项目成功率一直处于较低水平，这极大影响着我国电信企业IT建设的效率和企业经营的效益。基于以上背景，本文以电信企业IT项目风险管理为研究对象，对现有IT项目风险管理相关理论和方法论进行丰富和完善，提出专门针对电信行业IT项目风险管理的理论和方法论，使IT项目的风险管理理论和方法论更具针对性和操作性。本文的研究内容主要包括三大部分。第一部分，首先对当前IT项目的风险管理相关理论和方法论进行研究和评价；接着对电信企业IT项目风险管理的特性进行研究，明确与一般IT项目风险管理的差异性，提出电信企业IT项目风险管理研究的方向和目标。第二部分，依据项目管理中的风险管理标准知识体系，结合电信企业IT项目风险管理特性，根据电信企业IT项目运作过程前期规划难、后期实施易的特性，重点加强了对IT项目风险识别、风险度量、风险应对策略等重要内容的研究，识别出电信企业IT项目常见风险40多项并形成4大类3大层次的风险影响力表；最后基于以往成功风险应对经验提出了4大类共12项电信企业IT项目风险应对举措。第三部分采取了案例研究法，通过对ST通信公司网上营业厅优化与建设项目进行实际的风险管理研究，提出“用户参与+第三方咨询监理服务+科学高效的沟通机制”的组合应对策略。作为EMBA研究论文，本文在研究过程中本着基础理论与实践应用相结合、学习继承与科学创新相融合两大原则，提出普遍性解决思路，再通过实际案例进行深化。希望本次研究能够为电信企业提升整体IT项目管理能力、降低项目风险贡献一份力量。
英文摘要：	In order to satisfy the improving demand of telecommunication service, the government increases investment on IT projects continually. However, the high risk characteristic of IT projects leads to the small probability of success and influences the effectiveness of construction of telecommunication enterprise, as well as the profit of the company. Based on the facts, this paper takes risk management of IT projects as research object, presents the risk management theory and methodology dedicated to IT projects in telecommunication companies. This is a more operative and specified research which riches and perfects the current theories and methodologies. The paper is comprised of three main parts. In the first part, the paper first gives a comprehensive review and appraise of existing theories and methodologies. Then, the traits of risk management of IT projects are discussed. Finally, the research direction and goal are classified. In the second part, according to the standard knowledge system of risk management, research on risk identification, risk measurement and risk response strategies are emphasized. The research identifies 40 common risk factors in IT projects, which construct the risk influence table in 4 categories and 3 levels. In the end, 12 risk response strategies grouped in 4 types are presented. The final part is case study. After researching on “risk management of website business hall construction and optimization project of ST Telecommunication Company”, the paper brings up the group strategy of “customer participation plus the third party monitoring service plus effective communication mechanism”. As the graduate paper of EMBA, the paper conforms to two major principles. One is to combine the theory with practice; the other is to innovate through the researching. The paper first advances the general theory, then deep the research by case study. Hopefully it can contributes to the telecommunication industry and improve the project management level.
