中文摘要:作者所在的航天科技集团公司第一研究院(以下简称一院)正逐步将远程火箭弹研制项目作为今后发展的一个重要领域,而远程火箭弹研制项目所具有的“好、省、快”的特点,使航天工业部门的传统研制项目的设计质量控制方法存在着一定的不适应性。即便是火箭弹领域的传统研制部门—兵器工业部门,其方法也不再适应远程火箭弹研制项目的需求,无法直接借鉴。需要对其设计质量控制进行研究、调整,以更好地适应远程火箭弹研制项目需求。基于此需求背景,本文的研究目的是:对一院的远程火箭弹研制项目的设计质量控制方法进行总结,并提出适应性改进的措施,一定程度地解决传统质量控制方法的不适应性,规范和指导后续的远程火箭弹研制项目的质量控制工作,同时提升一院组织过程资产。为此,作者以现代项目管理理论和项目质量管理理论为指导,以航天一院军工产品项目几十年研制经验形成的成熟质量管理体系为基础,总结了航天一院十余年远程火箭弹研制项目的质量控制实践,并借鉴了国内兵器工业部门及国外的相关经验与理念,对远程火箭弹研制项目设计质量控制方法进行总结、提炼。全文共分六章。第一章是绪论,介绍研究背景、目的和方法等;第二章是对相关理论和实践的回顾;第三章分析了远程火箭弹设计质量控制的特殊性,论述了远程火箭弹设计质量控制的对象、基准和流程;第四章分析总结了远程火箭弹设计质量控制中的检测、纠偏和基准变更方法;第五章从管理组织、质量信息管理制度、质量控制工作制度三个方面分析总结了远程火箭弹设计质量控制的保证措施。第六章对全文进行了总结。结论为:远程火箭弹设计质量控制应以航天一院军品研制项目的设计质量控制模式为基础,简化合并设计质量控制流程,以飞行试验牵引项目设计,灵活运用检测、纠偏和变更等质量控制方法,并加以一定的适应性改进,可满足远程火箭弹项目研制的设计质量控制需求。 
英文摘要:Long range rocket project is becoming an important field for the First Academy of China Aerospace Science Corporation (hereinafter referred as the First Academy) where the writer is in. But the traditional design quality control method of project development of aerospace industry cannot well adapt to the feature of long range rocket project. Even the quality control method of ordnance industry, which is engaged in rocket development field all the time, is also not applicable to the requirements of long range rocket project and can not be directly used for reference. The design quality control of long range rocket project should be studied and necessary adjustment should be made to better meet the requirement of long range rocket project. The purpose of this thesis is to: conclude the design quality control methods of long range rocket project of the First Academy; give adaptive measures to improve inadaptability of the traditional quality control method to a certain extent; regulate and guide the quality control of follow-on long range rocket project. On the principle of modem project management theory and project quality management theory, and on the basis of the mature quality management system formed by dozens of years of development experiences got from military project development of the first academy, the writer has summarized the quality control practices of long range rocket project of the first academy, referred to the experiences and theories of ordnance industry and concerned industries home and abroad, and finally concluded and abstracted the design quality control method of long range rocket project. The thesis consists of six chapters. The first chapter introduces the background, purpose and method of design quality control; the second chapter is a review of relative theories and practices; the third chapter analyzes the particularity of design quality control of long range rocket,describes the objects, baseline and procedure of design quality control of long range rocket; in the fourth chapter, the check, error correction and baseline revision method in the design quality control of long range rocket are analyzed; in the fifth chapter, some measures to ensure the design quality control of long range rocket are analyzed and concluded from aspects of management organization, quality information management rules and quality control rules; the sixth chapter is an conclusion to the whole thesis. In a word: the design quality control of long range rocket should be based on the design quality control mode of the First Academy’s military development project, simplify and combine design quality control procedures. The project design should be driven by the flight test. Check, error correction and baseline revision methods should be used flexibly. And also with some adaptive improvements, the design quality control requirements of project development of long range rocket can be satisfied.
