| 中文摘要: | 随着经济快速发展,城市化进程加快,我国历史街区商业开发与保护管理之间的矛盾日益突出。一方面,商业开发则要求对历史街区进行新的规划、设计、改造和利用;另一方面由于历史街区是城市发展的见证,保存了某个历史阶段的城市生活区域格局,需要从历史的角度进行合理的保护和管理。因此,在加快经济发展和城市建设的同时保护利用好城市历史文化街区是地方政府必须面对和思考的问题。如何实现历史街区和城市的合理开发利用,使其创造更多经济和社会财富,保持可持续发展,同时能够保护历史的连续性,保留可贵的历史文化遗产,具有重要的历史意义和战略意义,是既有理论价值又有实践意义的重要课题。现实中有些城市管理者由于错误的政绩观,看重经济利益,热衷大拆大建,导致大量的历史建筑消失,千城一面现象突出,城市缺乏特色;有些城市管理者只重保护,不重开发,历史街区缺乏整体活力和发展动力;还有些城市管理者片面、孤立地保护开发,破坏了历史街区整体风貌。作者曾长期分管城市建设工作,对历史文化遗产保护的重要意义有切身的体会和认识,在实际工作中,越来越感觉到保护历史文化街区刻不容缓。进入南开大学学习后,从众多的管理理论中获得了许多营养和灵感,因而借助作毕业论文的机会将自己的思考和研究成果进行了系统的整理,希望对我国其他城市的历史街区的商业开发和保护管理有所借鉴。本文以商业开发中历史街区的保护利用管理为研究对象,在对国内外关于此课题的理论研究成果及历史街区保护开发的实际成果等进行综合、系统分析的基础上,以坊子区为例,提出了历史街区保护与利用的新模式,即政府主导下的市场化保护利用模式,以历史街区的有效保护为前提,以市场化开发利用促进可持续保护,形成政府主导、公司经营、市场运作、公众参与的保护利用格局,重现历史街区的生机与活力,实现开发利用与保护相得益彰、相互促进、互利共赢,推动历史街区与城市全面协调可持续发展。 | |
| 英文摘要: | With the rapid development of economy and urbanization, the conflicts between development and protection of China's historic block have become increasingly prominent. On the one hand, the commercial development requires new planning, new design, reconstruction and utilization about historic blocks; on the other hand, as the witness of city, the historic blocks remain the city’s pattern in a certain period, we should protect and manage the historic blocks from the historical perspective views. Therefore, the local government must combine the economic development with protection and utilization of historic blocks and make them go smoothly. To get more economic and social fortunes and retain sustainable development, how to realize the reasonable development and utilization of historic block and city, and how to protect the continuity of history and preserve culture heritage are of great historical significance and strategic significance, this topic has both theoretical value and practical significance. In reality, due to an error development view, some city managers put values on the economic interests and tend to large constructions, which lead to the disappearance of a large number of historic buildings, all the cities without feature seem to be similar; some city managers value the city protection while despise city construction, the historic blocks lack of vitality and force; some other city managers take a one-side approach to protection and development of historic block, the whole looking was damaged. In charge of the city construction for a long time, the author of this thesis has personal experiences about the importance of historical heritage protection. The author has learned that the protection of historic blocks is urgent. Since learning in Nankai university, the author have obtained a lot of nutrition and inspiration from management theories. Taking the opportunity of thesis writing, the author systematically organize his own thinking and research results, and hope that it will be useful for the commercial development and protection of historic blocks of other cities. On the basis of comprehensive analysis of the theoretical and practical results related to historic blocks protection and development at home and abroad, the thesis regards the management and utilization of historic block as the research object and takes a case in Fangzi district as an example and establishes a new mode of historic blocks protection and utilization. According to the new mode, the protection and utilization choose a model which government plays a leading role. The operative protection of historic block is taken as premise, marketization is adopted to promote sustainable development, to form a pattern which includes government domain system, company operation, public participation and market management, the vitality and dynamism of historic block appeared again. The protection sits harmoniously with utilization, mutual promotion and win-win cooperation are realized, which promote the harmonious development of historic block and city. | |
