中文摘要：	随着我国经济社会的快速发展，公路建设事业在过去的二十年里亦经历了迅猛发展的黄金时期。公路运输在国民经济发展中的重要作用日益明显的同时，超负荷的交通量也使高速公路的一些路段不堪重负，提前进入扩建周期。自1988年第一条高速公路建成以来已有多条道路相继达到或超越了当时的设计寿命，进行了扩建。在以往高速公路扩建工程建设过程中，三超现象较为普遍，工期延长、质量缺憾等时有发生，严重了高速公路扩建工程建设的经济效益和社会效益。本次论文对唐津高速公路扩建工程项目建设过程进行风险管理研究，目的在于提高公路项目建设管理水平，提高项目建设综合效益的同时丰富现有的风险管理体系内容，促进项目风险管理理论在更多的领域得到普及和应用。 本次研究运用实例分析法、专家调查法、文献法和图表法对唐津高速公路扩建工程项目项目的风险管理进行了研究。分析了唐津高速公路扩建工程建设过程中风险的类型及特殊性，风险事件产生的条件，风险发生的可能性大小及各种风险对项目目标影响程度的大小，导致的项目风险总水平的大小，并最终提出了唐津高速公路扩建工程项目建设过程风险管理措施。研究如何运用项目风险管理理论对工程项目进行管理，从项目招投标到施工直至验收对可能存在的风险进行识别，对可能使项目目标与期望值产生偏差的风险事件进行分析，并制定相应的对策措施，有效地回避、防范和转移各项风险，最大程度的降低风险带来的损失，实现项目的总目标。同时针对唐津高速公路扩建工程项目建设风险管理研究的成果，可以对类似高速公路及普通公路改扩建工程提供风险管理工作的参考和借鉴。 最后总结了本文研究的创新点，基于本次研究对高速公路扩建工程项目的实施过程中项目管理工作从风险管理的角度提出了建议，结合不足之处对今后的研究工作进行了展望和计划。
英文摘要：	With the rapid economic and social development of China, the development of highway construction has also undergone the period of Golden Age in the past 20 years.As the Highway transportation plays more and more important role in national economic development, overload traffic volume makes some sections of the highway overburdened, which leads to highway extension earlier than expected. Since the first highway was established in 1988, many roads have attained or surpassed the design service life, and been made extension. In the past, “Three Exceedings”, extended construction period quality defects are quite often, which severely affects the economic and social benefits which shall be brought by highway construction projects. This paper makes risk management research and analysis about Tang-jin Highway extension construction project, aims to improve the road building management conditions, enrich risk management system contents while improving comprehensive economic performance, and accelerate management theory to be popularized and applied for in more fields. This research uses case study, expert investigation, Historical Documents and flow chart to make analysis on the risk management of Jin-tang Highway extension construction project. Also it analyze the risk type and specificity, conditions probability for risk happening, effects that each risk brings to projects, overall risks caused by different type of risks, and propose risk management action in the process of building Jin-tang Highway project finally. It research on how to apply the theory of project risk management for managing engineering project, and identifying possible risk from tendering, construction to acceptance inspection, analyze risk events which may generate the deviation between goals and expectations,and formulate the corresponding measures to effectively avoid, prevent and transfer risks, decreasing the loss that is brought by risks to the extreme extent, and finally, we can achieve the overall goals of the project. Finally, I summarize the innovative point what this paper research on ,based on this research, I give a suggestion on the progress of putting in practice of the project management work that happens on expressway expansion project from the risk management angle ,as the same time, via the deficiency, I made a plan and expectation about the research work in future.
