中文摘要:随着国际和周边地区的局势变化,国防建设面临新的形势,国家对高技术武器装备的需求日益迫切,复杂武器装备批产项目成为各军工企业的重点。由于进度紧张,项目边研制、边批产、边定型的状态成为新趋势,各方面显现出不适应,项目风险越来越大。 经查阅大量文献和资料,发现复杂装备的风险管理研究成果大多集中在研制项目,对批产项目的风险管理研究较少,所以这是本篇论文研究的必要性和意义所在。 综合运用案例研究、分析推理等方法,找出了企业和项目存在的问题及成因,确定了研究重点是进度和质量风险管理。 本文以某型复杂装备批产项目为例,运用专家判断、赋值比较、TOC和关键链、案例分析等多种成熟方法,针对进度和质量风险,建立了符合企业实际和项目特点的一套风险识别、度量、应对和监控的流程和方法,创新性的建立关键链和质量二维矩阵,形成关键质量链方法,管控关键链上各环节的质量风险,以达到最大限度降低关键风险的目的。 通过研究和论证,论文建立了某型复杂装备批产项目的WBS、找到了关键风险因素及适合本企业和项目特点的风险管理方法,创新性的建立了关键质量链方法,为同类项目风险管理提供了借鉴。 后续还应对项目外协外购风险管理方法和成本控制方法等进行深入研究,以适应未来企业和项目发展的需要。 
英文摘要:Along with changes of the current situation in the international and surrounding areas, national defense construction confronts new challenges. Countries are in increasingly great need of high-tech weapon equipment and batch production of complex weapon equipment is attached great importance among the related enterprises. Due to the busy schedule, the projects tends to be a collection of development and research, batch production and prototype making, showing unaccustomed in all fields with greater risks. Through the consultation of plenty of literatures, we find that the findings of the risk management research on the complicated equipments focus more on the projects under construction rather than on that of batch production. So this thesis mainly deals with its necessity and significance. This thesis intends to identify the problems and analyze causes in the related enterprises and projects through the comprehensive application of case study and analystic reasoning, thus confirming the focus of study is the progress and quality of risk management. Taking the batch production of a certain complex equipment as an example, this thesis, in terms of progress and quality risk, intends to establish a set of risk identification, measurement, process-monitoring by means of expert judgment, Value Comparisons, TOC, Critical chain and case Analysis and make innovative setup of on critical chain and quality of Two - Dimensional matrix, realize critical quality chain to supervise quality risk on critical chain and therefore reduce key risks at maximum. Through research and argumentation, the thesis has established a certain complex equipment project's WBS and found key risk factors and risk management suitable for characteristics of the enterprises and projects. Critical Quality Chain has been established innovatively, which provides a reference to similar kind of project risk management researches. In-depth research of the project outsourcing risk management and cost control method will be carried out in the later research to meet demands in the prospect of enterprises’ future development and projects.
