中文摘要：	三网融合是电信网、广播电视网、计算机互联网未来融合发展的趋势，欧美日部分发达国家已经有了广泛的应用，在国内由于受政策和行业的限制，三网融合的实际应用刚刚起步，在建设过程中，需要电信运营商、广电运营商、互联网运营商以及地方企业等多行业的综合投资，在这种多运营商投资的项目，投资和建设均存在诸多风险，论文主要通过对三网融合模式下信息化网络建设工程项目风险的识别与应对，找出相应的解决措施，提出相应的风险识别与应对理论，为三网融合模式下的工程建设做参考，降低多运营商投资项目的风险，推动国内三网融合的发展。 论文分别从理论研究和案例分析两个角度展开研究，通过查阅国内大量的技术和应用文献、国外的应用案例、国内的政策导向等资料，掌握三网融合的现状，并通过对实际使用案例的多运营商项目实施跟踪分析，结合三网融合本身的技术风险、应用风险和管理风险的特点和存在的问题，对基于三网融合模式下多运营商投资的项目展开风险识别和应对研究，以期能够得到一些具有实际操作意义的研究成果，为其它区域的信息化建设做参考，推动三网融合模式下多运营商投资项目的风险识别和应对的理论研究和实践操作的发展。 论文的主要内容是三网融合的技术和政策风险、多运营商投资项目风险管理等的理论回顾，我国三网融合发展的现状与分析，多运营商投资项目的风险识别及应对分析，并以中新天津生态城实施的信息化网络建设项目为例，对相应的风险识别与应对展开实例研究，并形成了一套较为全面的、科学的、完整的三网融合模式下多运营商投资项目的风险管理识别与应对方法，并具备实际可操作性，为国内其他项目起到借鉴和参考的价值。
英文摘要：	Tri-networks integration means telecommunication networks, cable TV networks and the internet integrated with each other. Many developed countries such as Europe, the United States and Japan already have comprehensive application. In domestic policy and craft due to the restrictions, the practical application of triple play has only just begun. In the construction process, the telecom operators, broadcasters, network operators, internet operators and local business investment should be comprehensive. There are many risks of investment and construction. This paper carries out the construction of this project risk identification and response analysis, and finds the corresponding solutions, the corresponding risk identification and response theory. These constructions provide more relevant information, and the operators can reduce the risk investment and promote the development of the domestic triple play. By reading large amounts of data at home and abroad, this paper studies from theoretical and case analysis, and grasps the status of triple play. Combined with triple play features and problems of technology, application and management risks, this article has a deal of risk identification and response. Hoping to get some meaningful results for other areas of information and provide reference. It promotes the triple play mode, multi-operator investment risk identification and response, as well as their theoretical and practical development. This article includes the following three points. The first point is theoretical review of triple play technology and policy risks, many operators of risk management of investment projects. The second point is the current development of triple play and the analysis of Multi-business investment risk identification and response. The third point, which is also the focus of this paper, is the analysis of the new Tianjin eco-city information network construction project. In this section, We studied the corresponding risk identification and response measures, and eventually we formed a set of comprehensive, science-based risk management identification and response methods in the triple play mode, multi-operator investments and have real operational, able to make reference to other domestic projects.
