中文摘要：	近年来，世界各国为减少对石油、煤炭等传统能源的依赖，将新能源的开发利用摆到了重要位置，其中利用风力发电是目前新能源中发展势头最好、应用前景最佳的利用模式，成为许多国家可持续发展战略的重要组成部分。当前，我国正处在加快推进现代化进程、构建和谐社会的关键时期，面临着加快转变发展方式和加大节能减排力度的双重压力，加快发展新能源产业、提供绿色能源，是我国今后能源保障的重要组成部分。综合资源、技术、经济、环保等因素考虑，大规模发展风力发电是解决我国能源和电力短缺最现实的战略选择，具有十分重大的战略意义和现实意义。 我国风电行业近年来取得了令人瞩目的成就，跨入了世界风电开发建设和运营大国行列。与此同时，我国风电行业存在着诸如项目前评估不够严谨细致、运营管理水平不高等诸多问题，尤其是关系风电项目日后科学运行的前评估工作，是一些风电项目运作和建设的薄弱环节，造成了项目投资风险大、回收期长、效益低下等不良后果，因此对风电项目选择和前评估工作进行探讨和论证，十分必要而紧迫。 本文首先阐述了项目与项目前评估相关理论，总结了国内外风力发电基本情况和前景，指出了我国风电发展中存在的问题，明确了开展风力发电项目前评估的重要意义和作用。以河北建投新能源公司拟建的秦皇岛昌黎大滩48MW风电场项目为例，采用文献研究、资料综合、实地勘查、数据计算等研究方法，对昌黎大滩48MW风电场项目进行了前评估，为该项目的可研设计和开工建设提供重要决策依据，对国内同类风电项目前评估工作进行了有益的探索。
英文摘要：	For recent years，in order to reduce the heavily rely on the traditional energy，like carol，corn etc, more and more countries have put the recycle energy development on a strategic position，and，among them all， wind power generation has the best development forecast and for ground，now already become the very important part of continuous development strategy in more and more countries.Now，in China,，we are at the very moment of fasten the modernization and construct the harmonious society.China is under the double burden now,first is transformation of development method, second is intensify the energy save and waste reduce efforts.From a comprehensive consideration including resource，technology, economics, environment protection，to develop wind power generation on a large scale is the strategic choice to resolve the energy and electricity shortage. There are remarkable achievements on wind power industry in our nation in recent years, thus we have been among the top lines of wind power constructions and operation in the world. Meanwhile, there arise those defects like unprecise evaluation before construction, and low level management, etc. Especially, the pre evaluation, which is closely related with the scientific operation of wind power, has been the weak part, and lack of work has resulted the bad effects including huge risk of investment, long pay back time, and low benefit. So, it is essential and urgent to discuss and make demonstration on the choice and pre evaluation. This thesis has expounded the relative theories between project and project evaluation. Summarized the basic situations and projection of wind power in foreign countries. Pointed out the problems existing in the development of wind power of our country, and clarified the significant meaning and function of evaluation.Take the He Bei construction and investment on new resource company planning project -- Chang Li giant beach wind power 48MW plant as example , they adopted the Literature research, documents comprehensive, on site investigation,and data calculation.Made the pre evaluation and demonstration on the wind power project, offered the essential reference for final decision, and further more, made a beneficial exploration on co generic wind power project pre evaluation..
