| 中文摘要： | 聚能投资公司作为天津市政府直接出资建立的国有投资公司，是国资改革的产物，本身既要肩负一部分政府管理和调控经济的职能，同时又作为企业，追求相应的利润，保证国有资产的保值增值，其财务战略的选择并不能单纯的按照企业利润最大化考量，还要落实体现政府（主要由国资委代表）的经济社会规划的要求，兼具政策性和效益性两种财务目标。因此，其财务战略的制定也具有相应的特殊性。如何构建聚能投资公司的财务战略，需要进行相应的研究。 本文在对聚能投资公司财务战略中存在的问题进行系统分析的基础上，主要运用管理学、经济学有关前沿理论，采用定性分析和定量分析相结合的方法，对聚能投资公司财务战略的目标定位、选择、实施的控制等进行了系统地研究。主要分为以下几个方面： 一是简要介绍战略管理理论及财务战略的一些理论研究成果。包括一些概念的释义、企业战略管理过程与财务战略定位、财务战略的特征分析、财务战略的具体涵义、财务战略的类型、内容及财务战略与公司战略的关系等方面。 二是对国有投资公司进行介绍，阐述国有投资公司的业务、管理等特殊性。同时，对聚能投资公司进行较为详细的介绍，既体现聚能投资公司作为国有投资公司的共性，又反映其特殊性，重点对聚能投资公司十二五期间的企业战略进行介绍。 三是具体分析聚能投资公司的财务战略。介绍聚能投资公司的内外部环境，财务战略的整体构架以及各项分战略的具体构成、实施等。这部分作为论文的主体，主要围绕聚能投资公司的战略定位，从筹资战略、投资战略、风险控制等方面开展分析探索，对聚能投资公司的投资战略和筹资战略进行了详细的研究，并对战略的实施控制提出了一些建议。 | |
| 英文摘要： | Diectly invested by State, a product of state-owned asset reformation, Tianjin Juneng Investment Company took a important role of the functions that government manages and controls economy. Simultaneously, the company will be needed to persue potential benefit and assure the value retaining and increment of the state-owned assets. Its financial strategy should be not only according to maximizing benefit but also incarnating the need of government economy society programming. With the deepening reform of State-owned asset, as the state-owned invested enterprise and cotrolled by government, Tianjin Juneng Investment Company has strong sense of commitment to operate assets. Meanwhile, the company came up the transition asrategy collectivized and management by working control and tried to establish relevant finanacial startegy. This article analyzes systematically financial strategy of Tianjin Juneng Investment Company in the ways of qualitative analysis and quantitative analysis, by applying the foreland theory of management and economics. It can be divided into four parts. Firstly, alyze the theoretical research of strategic management theory and financial strategy in brief. Secondly, introduce state investment company and explain its specialty of operation and management. Thirdly, analyze financial strategy of Tianjin Juneng Investment Company concretely. Finally, It carrys out extensive research into invest and financing strategy of Tianjin Juneng Investment Company and put forward some useful suggestions about implementation of the strategy to control and optimization. | |
