中文摘要：	我国自90年代以来，经济快速发展，城市化速度大大加快。因此，在城市基础设施建设方面，存在着巨大的建设资金缺口。为了拓宽城市基础设施建设的资金渠道，提高基础设施的管理效率，我国开始了对城市公用基础设施的民营化改革。在对基础设施进行民营化改革时我们采取了若干种融资方式，如BOT、TOT、PPP等。随着我国经济和社会的发展，对基础设施的民营化改革将会成为一种趋势，民营化，是未来我国城市基础设施建设和管理的主要道路。 本文在对比分析国外基础设施民营化融资模式的基础之上，结合我国基础设施行业民营化的具体案例，来分析这几种模式的特点及在我国基础行业民营化过程中的适用范围。目的就是为将来有民营化想法的若干基础设施企业提供理论和实际模式的参考和借鉴。 本文主要分为四部分: 第一部分是本文的理论基础，通过引言引出本文的研究目的、研究意义以及国内外研究现状及发展趋势；其次对城市公用基础设施的基本概念和属性分类、民营化的基本定义做了介绍，并对城市公用基础设施民营化做了分析； 第二部分对国外国家，如英国、美国、法国和日本的基础设施民营化模式做了分析和总结，并从地区和行业介绍了我国基础设施民营化的现状。 第三部分对我国基础设施的民营化案例进行了总结，探讨了BOT、TOT、PPP、合资合作、股权转让等民营化融资模式的特点以及在我国的适用范围，并从几个方面对这几种模式进行了比较和分析 第四部分为案例分析。重点对天津市北水业民营化案例进行分析。
英文摘要：	Since 1990’s, the development of China’s economy has become fast and fast, and the speed of urbanization also grows fast. So in the construction of Urban Infrastructure, we need a great amount of fund. In order to widen the financing channel and improve the efficiency of operating and management of the Urban Infrastructure., Privatization in Urban Infrastructure has begun in China. Some Financing Modes are adopted in Privatization, such as BOT、TOT、PPP and etc. And with the development of China’s Economy , Privatization will become a main trend in the reform of financing in Urban Infrastructure. In this paper，some Financing Models on Privatization of Urban Infrastructure in foreign countries and Privatization cases in China are discussed to analyze the applicability in China, and to help the enterprises who have the same ideas choose an appropriate choice. There are four parts in this paper: Chapter1, The basis of theory. The meaning of Urban Infrastructure and Privatization are described, and the design source, advantage, step about this paper are also included.. Chapter2, The Financing Models on Privatization of Urban Infrastructure in the UK、France、America and Japan are discussed and analyzed . and the Privatization in areas and industries are also introduced. Chapter3，Some Privatization methods, such as BOT、TOT、PPP in China are introduced ， the characteristics and applicability of the methods are also discussed. The compare between the methods are also completed. Chapter4, Discuss a Privatization case in Tianjin
