中文摘要:在我国,风电场的大规模开发建设始于2003年,当时国家尚没有出台风电电价的定价政策,基本上是按照一个风电场一审批的模式,按照成本加合理利润的定价方式核定电价,投资者对风电场建设成本的控制并不是特别关注。但是,从2005年国家开始推行风电项目特许权制度,到2009年出台风电标杆电价,风电场建设成本的控制已经逐渐成为投资者最为关心的问题,并开始深入研究探索。 本论文以风电建设项目成本控制为研究对象,遵循项目成本控制理论,探寻风电建设项目成本控制的关键环节,通过分析影响成本的主要因素,探求建立风电项目成本控制的有效途径,以期能有助于风电建设项目成本的不断降低,促进风电行业健康发展。论文借鉴项目管理方法,通过分析风电场建设项目实例,兼顾借鉴国内其他风电场的管理经验,充分利用行业内部杂志、图书馆和网络资源广泛地收集资料,运用文献检索、分析比较、层次分析等方法采纳各方意见,进行独立思考提出自己对论题的认知和看法,用定性和定量分析相结合的方法和理论联系实际的形式,分析解决问题。 本论文由绪论、项目成本控制的相关理论回顾、风电建设项目成本控制独特性分析、风电建设项目成本控制措施、天津津能大神堂风电场建设项目案例分析及结论等六章组成。从项目投资者角度,重点剖析了风电建设项目成本控制独特性的一面,并运用系统的观点加以分析,结合作者多年的现场管理经验,提出了风电建设项目成本控制的总体策略和具体措施,包括全员参与的成本控制的良好机制和通过优化设计方案、完善招投标管理、严格工期成本管理、合理控制质量成本、加强合同管理等具体措施,形成一套风电建设项目的成本控制体系。论文通过天津津能大神堂风电场建设项目的实例,进一步说明上述措施的实用性和有效性。  
英文摘要:In China, the large-scale development of wind-farms has began from year 2003, at that time, the country had not clarified its pricing policy for the power produced by wind-farms, instead, the prices approved by competent authorities under a case-by-case model. The rational behind the model is based on the cost plus reasonable profit to determine the wind power price, while under this model the total investment and construction cost of wind-farms were not cared specially. However, starting from year 2005, the country has launched a Franchise Authorization Mechanism for wind-farms, furthermore the basic price of wind-power was introduced in year 2009, as a consequence, how to control the cost of wind-farm construction has become the most concerned question to the investors, and relevant reaching and studying about it are under way. This thesis focuses on the subject of cost controlling of wind-farm construction, to pursue the project cost controlling theory, to explore the key point or process of cost controlling of wind-farm construction, to analyze the main elements which impacting construction cost, to find out an effective way to control wind-farm investment and construction cost, the author is expecting this way can help continually save the wind-farm investment and construction cost, and promote the wind-power’s healthy development in China. This thesis references to project management method, analyzes the real case of wind-farm construction, as well as absorbs the good experiences from other wind-farm construction cases in China, utilizes as much as possible the wind-power internal magazines, outside libraries and other online resources to widely collect data, information, etc, also collects various valuable opinions and comments by going through the literature filtering system, surveys on other industries, comparison and analyzing, hiberarchy analysis, etc, meanwhile the author raises his own points and views after independently thinking, the aim is to analyze and solve real problems by applying quantitative and qualitative methods as well as the theory combining fact method. This thesis is comprised of 6 chapters, which are introduction, the review of relevant project cost controlling theories, the analysis on the specialties of wind-farm construction cost controlling, the methods to control wind-farm construction costs, the analysis on Tian Jin Da Shen Tang wind-farm construction case and conclusion. From the investors’ perspective, this thesis emphasizes the specialties of wind-farm construction cost controlling and analyzes them accordingly, applies the systematic view and analyzing method, combines the author’s many years’ on-site management experiences, the author points out the integrated strategies and detailed measurements on the specialties of wind-farm construction cost controlling. These strategies and measurements can develop an efficient mechanism involved by all stuffs, by optimizing the design schemes, standardizing contract signing procedures, furbishing the project cost planning, strictly project cost managing, reasonably controlling project quality cost, strengthening the contract management, as well as the supervision on the product manufacturing, to set up a wind-farm construction cost controlling system. This thesis further explains the practicability and effectiveness of this system by analyzing the real case, Tian Jin Da Shen Tang wind-farm construction project.
