中文摘要: 本文通过项目管理理论尤其是项目评估理论的学习,结合个人的工作实际情况,在分析电力行业特点、天津市电力公司管理现状、电网建设项目独特性的基础上,按照国家和行业的相关规定,结合企业实际情况,明确了电网建设项目后评估的主要原则,根据指标体系建立的要求,确定了后评估所涵盖的具体内容,电网建设项目后评估的内容包括实施过程后评估,效益后评估,运行效果后评估,影响后评估。 根据项目管理理论的要求,按照中央企业固定资产投资管理的规定和行业内部对后评估工作的指导意见,在目前现有后评估指标体系基础上,本文对后评估的相关指标进行改进,结合应用方法设置了指标权重,构建一套完整适用的后评估项目指标体系。按照理论联系实际、定性与定量结合的原则,确定采用层次分析法作为电网建设项目综合评估定量计算的主要方法,并运用前后对比、有无对比等方法对后评估的指标进行有效的定性补充说明。 在具体的案例分析中,以天津市电力公司“十一五”电网建设项目中空港2#220千伏输变电工程为例,结合项目实施管理评价方法、经济效益和财务分析评价方法、生产运行评价方法、环境分析和社会效益评价方法对评价指标体系的科学性进行了分析,对层次分析法和综合对比等后评估方法的实用性、适用性进行了有效验证,并对综合后评估得分和结果进行分析,同时为电网建设项目后评估的发展提出建议。 电网建设项目的后评估体系的建立和研究,有助于电力企业发现问题,总结经验教训,提出改进意见,并以此来提高未来电力投资、建设与运营管理的水平。 
英文摘要: This paper abased on the theory of project management especially the study of project evaluation and the work of the actual situation of individuals, analyses the characteristics of the power industry, the status of Tianjin Electric Power Corporation management, and the unique of power grid construction projects. In accordance with the relevant provisions of national and industry, combined with the actual situation of enterprises, power grid construction project defined the main principles of evaluation. According to the requirements of index system, the post-assessment has been determined the specific content covered, including the implementation of the post-evaluation process, the post-assessment of efficiency, the post-assessment of operating, and the effect of the post-assessment. In view of the requirements of the project management theory, the regulations of the central management of enterprise investment in fixed assets, and the industry guidance of post-assessment, the post-evaluation system has been improved on the related indicators based on the current available. The index weight has been set by application method, after building a complete post-assessment of the applicable items index system. In the principle of theory with practice, the integrating of qualitative and quantitative, it applies AHP to determine grid construction projects as a comprehensive assessment of the main methods of quantitative calculation, and the use of before and after comparison, with or without contrast the post-assessment methods helps the effective supplement of qualitative indicators. In the specific case, the project of network 2 # 220 kV power transmissions belongs to Tianjin Electric Power Corporation "Eleventh Five-Year" in the airport construction project. Applied the methods of project management evaluation, methods of evaluation of economic and financial analysis, methods of production run evaluation, environmental analysis and social evaluation, the scientific evaluation index system has been given. Meanwhile, the applicability of AHP and comprehensive assessment methods has been effective verified, and comprehensive post-assessment scores and has been analyzed.Meanwhile recommendations for the development of Construction of power grids project post-evaluation has been proposed. The paper's shortcoming has also been given in order to continue enhancing the level of future investment, construction and operator management.
