| 中文摘要: | 近年来,随着我国改革开放的不断深入和加入WTO,我国经济得到了快速发展,并由此拉动了电能需求的快速增长。为了使社会经济发展得到可靠的电能供应,国家加大了电网建设项目方面的投入,“十一五”期间,全国电网建设投资计划约11400亿元,其中国家电网公司电网项目投资计划约8500亿。投资项目的评估和遴选在电力公司是一个长期的历史的工作过程,其基础和关键是建立科学严格的项目遴选制度。没有严格的投资项目遴选制度,就不可能有很好的项目投资收益,更就谈不上电力公司的发展前景、提升服务社会和经济发展的能力,更谈不上“电网的坚强”。电力公司在投资项目的计划管理中存在一些问题。具体体现在一下几个方面:计划管理程序繁多、资产计划预算粗放、资源配置计划失衡、工期计划准确性差、年内里程碑准确性受物资批次招标影响等等一系列问题。 本文主要采用理论与实践相结合的管理方法,全面研究投资项目的计划管理。首先是对项目管理理论、项目筛选方法模式及其计划管理的知识进行回顾。并以此为依托,分析电力公司经营的现状,投资项目管理过程中存在的问题及特点,找出了影响计划管理的主要因素,提出了基于漏斗模式的项目评估和遴选的模型,以提高电力公司项目遴选的水平。同时,对项目的计划管理进行剖析,完善了项目工期、成本和质量计划的制定及管理工作。最后通过天津市电力公司的实证研究来分析其在实际项目管理中的利用,构建了完整的计划管理研究体系。 总之,基于漏斗模式的项目评估和遴选的模型及项目计划管理工作在电力公司的研究及推广可以促进我国电网建设项目,能够更好的保障及时供电满足社会经济的发展具有重大的现实意义。冀望本文能对现实条件下如何建立电力公司投资项目的遴选制度,做一个全景式的设计和规划,为下一步的创新勾勒一个比较清晰的方向,能为我国电力投资项目的遴选评估及科学的计划管理走上规范化的管理道路提供一些借鉴和方法。 关键词: 电力投资项目 漏斗模式 计划管理 | |
| 英文摘要: | In recent years, with our reform and opening up of the accession to wto, china and the economy has developed rapidly, and thus stimulate the demand for electricity to the rapid growth.. Social and economic development in order to obtain reliable electricity supply, the country up to network construction projects in the sectors, the national network construction plan of investment about 11400 a hundred million yuan, including the national network to network project plan of investment about 8500 a hundred million. Investment assessment and selection in the power companies is a long-term historical process and its basic and key is to establish a strict system of science project selection.Investment project there is no strict selection system, there can be no good projects and investment revenue is no power company service the future development and promotion of social and economic development, let alone "network". This article mainly adopt the theory and practice of management studies, comprehensive investment plan. The first is the project to project management theory and methods of the model and management of the plan for review. and supplemented by analysis power corporation, the investment project management processes and characteristics of existing problems and find out a plan of the major factors, based on the model of the project evaluation and selection of the model to enhance the power companies project selection. At the same time, for a project management, improve the programme analyzes the project construction costs and quality, plan and management. finally, through the city of research to identify its actual use project management of the establishment of a complete programme management system. In short, based on the model of the project evaluation and selection of the project management model and the power companies can contribute to the research and promote china's network construction projects, and can better ensure the timely supply of power to satisfy social and economic development of great practical significance. I hope that this thesis the present conditions, how can the power companies investment project selection system, make a multidirectional designing and planning for the next innovation giving a clear direction for our electricity investment project evaluation and selection of science programme management in a more standardized management of the road and using some method.
