中文摘要：	摘要 建设项目前期决策阶段和设计阶段作为工程造价控制的两个主要组成部分，对控制工程造价起着至关重要的作用。但是，目前在实际工作中，对这两阶段的工程造价控制并没有引起高度地重视，常常会导致实际投资大大超过预期投资,给国家和企业造成了很大程度上的资金浪费。可见，如何在我国前期阶段对工程造价进行有效地确定与控制，对我国建设项目未来的发展具有非常重要的意义。 本文根据国内外工程项目造价控制的现状，对我国前期阶段造价控制的特点、主要影响因素、存在的问题及原因分析等多方面分别进行了阐述，然后又在详细分析建设项目前期阶段工程造价控制必要性的基础上，提出了建设项目前期工程造价控制的重点是决策和设计阶段。一方面阐述了建设项目前期决策阶段造价控制的主要方法是项目建议书、可行性研究和投资估算，为企业正确做出投资决策提供科学有力的依据；另一方面描述了建设项目前期设计阶段造价控制的几个主要理论方法，提出了方案的优化是设计阶段造价控制的关键。本文还阐述了最小费用法，并提出了利用价值工程理论优化设计方案，以取得最佳的经济效益和社会效益。另外，还提出在设计中应推行标准化设计、限额设计，以缩短建设工期，降低工程造价。 本文主要针对人们非常容易忽视的建设项目前期阶段造价控制的现状，分别从这两个阶段着手，分析和研究建设项目前期阶段造价控制的方法与应用，为企业快速做出投资决策提供科学的依据。最后，本文结合实际例子对多方案进行经济分析比较和总结，为下一步工作的顺利开展打下坚实的基础，具有较强的现实意义，各项措施能够有效提高造价控制的质量，显示出了良好的应用效果。 通过上述研究得出如下结论：运用工程造价控制的基本方法，对建设项目的工程造价按建设程序，实行层层控制，保证建设工程造价不突破批准的投资限额，即按照批准的可行性研究报告和投资估算控制初步设计和总概算；按照批准的初步设计和总概算控制施工图设计和施工图预算。 关键词：前期造价控制；工程项目；价值工程；设计阶段
英文摘要：	Abstract Pre-decision phase and design phase of the construction projects as two main components of the project cost control have great effect on the control project cost．However，in actual jobs, the project cost control of the two phases doesn,t attract highly notice, which often cause the actual investment is much higher than anticipated one, this phenomena brings a great extent capital waste to the country and enterprises．Obviously, how to determine and control effectively the preliminary phase of the project cost has great significance for the future development of our construction projects． This article is in accordance with the domestic and international projects the situation of cost control to analyze on characteristics, major factors influencing, problems and many analyses of our china's cost control of preliminary phase, then in the early stages of construction projects on the need basis of cost control, the paper puts forward that the emphasis of cost control in the pre-construction projects is the decision-making and design stage．On the one hand the chief method of pre-decision phase of the construction project cost control is project proposal and feasibility study and investment calculation, which provides enterprise with the basis of science and decision-making to invest correctly; on the other hand describe several primary theoretical means of cost control in pre-design phase of the construction projects, and provides that program of optimization is the key to cost control of the design phase．This article describes the minimum charges, and puts forward which makes use of the theory of value engineering to optimize designs, to get the best the economic and social benefit．In addition, this article also mentions that designers should be perform standardized design and limited design in the design to shorten the construction project completion and reduce cost． Against the Present condition that people neglects the management of the engineering cost in the investment pre-deciding stage and project designing stage, the thesis analyses and studies the methods and application of the cost control in the earlier stage from two stages, it provides enterprise with the scientific gist on the celerity investment decision一making． Finally, this article combines with practical example for many program to do economic analysis, comparison and summary, which carries out smoothly for the next work to lay a solid foundation, have strong sense of reality, all the measures and effectively improve the quality of the cost and have good effects. As a conclusion, by taking basic project cost controlling methods to practice cost control step by step according to construction procedure, and to make sure the construction project is within the investment limit．In other words to control first design and calculation according to approved feasible study report and investment estimation; to control construction paper design and construction paper’s budget according to approved initial design and total calculation． Key Words: earlier cost control; construction projects; value engineering; design phase
