中文摘要：	国有投资公司是在经济体制改革过程中，适应政府职能转变而出现的一种国有资产经营的企业组织，在国民经济与社会生活中发挥着不可替代的独特作用。十二五标志着我国在发展进程中即将或正在步入以创新和创业等项目活动为主体的知识经济社会，项目导向型组织的研究和应用正是在顺应这样的时代发展趋势下开展起来的。众多从事业务项目经营活动的组织如设计公司、软件公司等纷纷开始研究和建立了项目导向型组织结构，但是对日常管理、运营项目与创新项目同时存在的国有投资公司特别是对其集团公司层级的项目导向型组织结构的研究还处于初始阶段，如何构建这类公司的项目导向型组织结构，是理论和实践上需要急待解决的问题。 本文以国有投资公司项目导向型组织结构作为研究的突破点，通过对组织结构、项目导向型组织、组织变革等相关理论进行回顾梳理，厘清构建国有投资公司项目导向性组织结构的理论基础。在此基础上论文分析了国有投资公司的独特性以及组织结构影响因素，阐述了国有投资公司母公司项目导向型组织结构构建的必要性，论文构建了以战略项目管理办公室为核心的项目导向型三元组织结构模型，提出了国有投资公司项目导向型组织结构构建的指导思想、设计原则、模型特点及功能，以及实施步骤和保障措施。论文最后以JN投资公司为例加以证实，实现了理论层面与实际操作层面的结合。 本文从集团公司层面探讨项目导向型组织结构，具有一定的应用创新价值。本文为国有投资公司在组织结构角度如何应对知识经济社会下复杂的内外部环境变化提供了有益的思路，为国有投资公司如何建立项目导向型组织结构提供了较强的实际借鉴价值，对我国国有投资公司组织结构的创新和变革有着一定的指导作用。
英文摘要：	State-owned investment company is a kind of state-owned assets management organizations to adapt transformation of government functions in economic reform, and it plays an irreplaceable role in national economy and social life. National twelfth five-year plan period indicates that China, in the development process, will soon or is moving into a knowledge economic society which subject is innovation and entrepreneurial. Research and application of project oriented organization is carried out to conform the trend of the times. Many organizations of business project management activities such as design companies and software companies have already researched and established project oriented organizations, but the research is still in the initial stage for State-owned investment company which daily management, operation projects and innovation projects are exist at the same time, especially for the project oriented organizations of research of group company level. Problems in these companies of how to construction the project oriented organizations are need to be solved in theoretical and practical. This thesis research in the project oriented organization of investment enterprise by using the theories of organizational structure, project oriented organization and organizational changes. Based on these, analyzes the unique of state-owned investment company and influence factors of organizational structure, described the necessity of project oriented organization of parent state-owned investment company. The thesis construct a model of project oriented ternary organizational structure, which core is strategic project management office, and proposed the guiding ideology, design principle, the model features and functions, implementation steps and safeguards of project oriented organization of investment enterprise. At the end, the thesis takes JN Investment company for an example, it makes combination of theoretical and practical. This thesis discusses project oriented organization from group company level, and has value of applications and innovation. It provide useful ideas for state-owned investment company that how to deal with the complex internal and external environmental changes under knowledge economic society, and provide good reference for how to establish project oriented organization, and it is also a guidance for organizational structure’s innovation and change
