| 中文摘要: | 随着中国火电装机容量的迅速增长,带来火电检修市场的迅速的膨胀。火电检修项目的工期相对比较短,人员的集结和分散比较频繁,600MW的A级检修只有65天工期,从人员的组织,到人员状态的调整,在到施工,给现场施工的安全管理带来了很大的风险和挑战。怎样在有限的时间内,在保证作业人员的安全作业的情况下,组织好火电检修项目的施工,是火电检修项目所面临的重要问题。本文主要基于以上原因,对火电检修项目的安全管理进行了探讨。 本文在项目安全管理相关文献回顾的基础上,首先对火电检修项目安全管理现状、存在问题及影响安全因素进行了分析,并结合其他类型发电厂检修施工项目安全管理的特点,分析了火电检修项目安全管理的特点;然后重点论述了火电检修项目的安全管理,对火电检修安全措施编制的依据、流程进行了详细的说明,然后对安全措施的执行结果进行了阐述;在火电检修安全保证体系中,对火电检修安全保证体系编制的依据、构成、建立等进行了详细的说明,并对安全保证体系中的相关主要人员进行了责权任务的划分;另外从安全控制点的设置、控制的流程、控制内容以及改进的策划、实施与评价等方面对火电检修施工安全控制与改进进行了针对性的分析,并编制了试用于火电检修项目安全管理控制与改进的相关内容;最后,通过以邯峰A级检修中安全管理为例,对检修项目安全管理的方法进行了运用,使火电检修的安全管理与施工项目管理更好的结合,更好地为火电检修项目更开、更好的发展进行服务。 本文将项目安全管理和火电检修项目进行有机的结合,并总结出标准化检修项目安全管理的全过程控制方法,其研究具有应用创新价值。本文认为在项目施工前,做到超前策划,保证其在工程施工过程中切实可行。同时建立一套完整的安全保证体系。在领导层上,要高度重视安全保证体系,使安全保证体系在真正的发挥作用;在作业层上,施工单位对承包施工项目制定施工规程,施工技术措施,健全三级安全检查制度和安全奖惩制度。在施工中,从人、机、料、法、环等方面加强施工过程安全控制,同时调动工程施工人员的积极性,保证了施工的安全、有序进行。论文研究对相关企业实施项目的安全管理具有一定的参考价值。 | |
| 英文摘要: | With the rapid growth of installed capacity of thermal power, thermal power maintenance to bring the rapid expansion of the market. Maintenance of thermal power project duration is relatively short, the staff assembled and distributed more frequently, 600MW A-level maintenance of only 65 days duration, from the staff of the organization, adjustment of status to personnel in the construction, construction site safety management to bring a lot of risks and challenges. How limited time, to ensure the safety of workers operating the circumstances, to organize the construction of thermal power maintenance projects, maintenance of thermal power project is facing important issues. In this paper, the above reasons, maintenance of thermal power project safety management were discussed. In this thesis, project safety management literature review, based on the first thermal power maintenance project safety management status, problems and affect the safety factors are analyzed, and combined with other types of power plant maintenance construction project safety management characteristics of the thermal power maintenance projects safety features; and then focuses on the thermal power maintenance project safety management, thermal power overhaul security measures prepared in accordance with, the process for a detailed description, and then on the security measures performance results are described; in the thermal power maintenance safety assurance system , security assurances on the maintenance of thermal power system based on the preparation, composition, the establishment of such a detailed description, and the safety assurance system related to key personnel in the division of task responsibility and authority; other settings from the security control point to control the process , control content and to improve the planning, implementation and evaluation aspects of thermal power maintenance of construction safety control and improvement were targeted analysis and preparation of the trial in the thermal power maintenance project safety management control and improve the relevant content; Finally, in order to level maintenance Hanfeng A Case Study in Security Management, the safety of maintenance project management methods used, and that maintenance of thermal power construction project management, security management and better integration, better maintenance of thermal power projects for a more open, better development of the service.
