中文摘要: 公立医院是我国医疗卫生体系的主要构成,是医疗服务的主要提供者,承担着救死扶伤、为人民健康提供保障的重要职能。如何对公立医院进行客观公正地考核,一直是政府主管部门研究的重点。目前,部分医疗卫生行业的主管部门以及部分公立医院,对如何建立合理有效的公立医院绩效评价体系进行了研究,制定了相关的公立医院绩效评价指标,对考核公立医院的绩效情况具有重要的作用。但是,随着医疗市场的不断发展,随着政府对医疗卫生行业的不断规范,这些仅注重于经济效益的绩效评价体系已经不能满足医院管理的需求,需要健全公立医院绩效评价体系,综合的反映出医院作为公益性部门所完成的绩效情况。 公立医院建立健全医院绩效评价体系,首先应当充分了解医疗市场的发展情况以及政府部门制定的各项医改政策的导向,为绩效评价确定明晰的政策指引;在此基础上,完善医院的财务管理制度,规范医疗活动流程,强化内部管理和内部控制,为科学合理的业绩评价提供必要的信息支持。只有不断强化医院的各项管理工作,才能确保医院绩效评级指标的真实可靠性,保证绩效评价工作的有效进行。对现有绩效评价指标体系的分析,可以发现医院管理指导思想中存在的偏颇和不足,发现医疗过程中存在的薄弱环节。改进绩效评价体系,有助于完善这些薄弱环节的管理,进一步发挥公立医院的在医疗市场中的竞争力。 公立医院还应当通过建立战略绩效评价体系,规范医院的战略发展计划,通过医院绩效评价工作的不断优化,不断完善绩效评价指标,保证公立医院绩效稳步提升,真正体现公立医院的社会公益性。 
英文摘要: Public hospital is the country's medical system, is an important part of the main provider of medical services, undertakes to preent and provide security for the people's health the important functions. But, with the medical market develops, as the government's health care industry constantly standard, these only focused on the economic benefits of the performance evaluation system already cannot satisfy the demand of hospital management, public hospital need sound performance evaluation system, comprehensive reflect hospital as a public welfare department performance of finished. Establish a public hospital performance evaluation system, the first hospital should be fully understand the medical market development situation and the government department to make medical policy orientation, for performance evaluation to determine a clear policy guidance; On this basis, perfect the financial management system, hospital standardizing medical activities processes, strengthen internal management and internal control, performance evaluation for scientific and reasonable provide necessary information support. Only by constantly strengthen the management work, hospital to ensure the performance rating index of the real hospital, ensure reliability and performance evaluation of the effective.
