中文摘要：	摘 要 工程总承包项目模式代表了现代工程项目管理的主流。项目成本管理是工程总承包企业项目管理的一个关键职能直接决定了作为承包商的工程总承包企业能否在激烈的市场竞争中得到生存和发展。近几年每年国内工程总承包完成合同金额就达到数千亿元人民币，如此巨大的金额，如果采用合理的方法加以控制，将为国家节省大笔资金。目前我国大部分总承包企业已经逐渐使用项目中成本管理方法来指导项目的运作，但项目执行过程中在成本管理方面还存在许多问题。 本文在对相关成本管理理论和方法的研究的基础上，通过对工程总承包企业目前行业现状的分析，整理出目前工程总承包企业在运用成本管理方法管理项目时存在的缺点和误区，以及这些误区产生的历史原因。并主要结合工作结构分解和活动流程分解，运用的工程总承包项目成本管理模式、方法和对策，对工程项目成本管理方法提出改进意见。 本文主要研究内容有：适应工程总承包项目成本管理的企业项目组织结构的设计；适应工程总承包项目成本管理的WBS工作包或活动分解方法；工程总承包项目成本估算方法和投标报价阶段的成本估算工作程序；工程总承包成本控制方法即怎样在工程设计阶段利用限额设计原理和价值工程理论，并通过结合挣值原理来控制项目成本。最后通过对笔者所在的中国天辰工程有限公司总承包的土耳其天然碱的实际案例的应用，对上述成本管理方法进行验证。本文提出的方法具有一定的实际可操作性。
英文摘要：	Abstract Project EPC contract mode is the representative of the modern times project management. The cost of the project management in the EPC project is notably one of the key functions of the project management contract, directly determine the engineering company as the main contractor in the fierce market competition can be survival and development. Ten thousands of billions RMB is invested for project in CHINA every year. It is necessary to control the investment strictly in order to avoid the huge amount of losses. Recently, most of EPC contract enterprises in CHINA, use total project cost of project management theory guide the project process, but there have a lot of problems in the cost of project management. The thesis, based on the EPC project cost of the project management theory, uses modern project management concepts costs, methods and research, and offers some opinions for improving the total project cost management of EPC total contract. The article analysis the present situation of project cost of the project management in our nation. The main contents of this thesis: project organization design of the total project cost management of EPC total contract; WBS method design of the total project cost management of EPC total contract; cost estimation of the total project cost management of EPC total contract and cost estimation flow at bidding stage; cost control of the design stage for the project cost management of EPC total contract, how to use the cost limit design and the value engineering and the value analytic method control the cost of project. Then article use the experience of TIANCHEN corporation TURKEY soda project to validate the effect of the method.
