中文摘要：	论文以中国改革开放以来, 作为经济区域产业钻石体系顶点的经济核心区为研究背景，选取中国经济核心区的典型广东深圳经济特区、天津滨海新区为案例研究对象，运用产业演化、产业集群和战略管理等理论，以经济核心区核心产业及产业集群的演化为研究脉络,探讨经济核心区作为区域经济增长极，其产业演化所呈现特征；并从经济核心区政府作为经济管理者和产业战略组织者的视角，探索基于产业战略共同体的经济核心区产业发展战略实施机制。 论文首先研究了经济核心区产业演进过程中主要构成因素间的相互关系。通过对经济核心区产业演化与功能之间互动关系的多重案例研究，识别出产业演化不同阶段对经济核心区产业功能的要求，研究提出经济核心区产业从单个企业引进、企业聚集、产业集群到产业发展升级或衰落的产业演进路径中层层递进的三组特征：其一, 经济核心区产业演化过程中，稳定的产业架构所具有的产业集群要素共性特征；其二，经济核心区产业集群不同演化阶段，产业优势所具有的一组特征；其三，经济核心区产业演化阶段所对应的产业资源化、产业集群化、产业根植化发展逻辑，以及相应的一组逻辑识别特征。在经济核心区产业发展实践过程中，这三组特征可作为研判经济核心区产业所处发展阶段的判断标准。 论文进一步研究了基于产业战略共同体的产业发展战略构成与互动影响。对政府、核心企业、运营网络和创新网络在经济核心区产业演化过程中的角色与作用进行了演化分析；并借鉴来自海外的案例，对美国加州官产学研战略合作和硅谷官产学研的关系进行了研究。在此基础上，通过识别产业战略共同体的构成，提出了以产业战略共同体为基础制定产业发展战略的设想；并借鉴战略构成钻石五要素理论，研究提出由产业定位、产业优势、产业进程、产业实施工具、产业发展逻辑构成的产业战略钻石模型。根据经济核心区产业战略要素的演化特征，对战略共同体各方对战略五要素的影响进行了详细探讨。本文提出的基于产业战略共同体的产业战略钻石模型，可以为经济核心区制定产业发展战略提供创新理念和理论参考。 论文还对经济核心区产业战略实施机制的创新路径进行了理论思考。在经济核心区产业战略共同体和产业战略钻石模型基础上，从不断增强经济核心区产业竞争力，促进产业持续演化和不断升级的目标出发，进一步分析提出产业战略与实施的互动模型；通过深圳、滨海案例分析产业战略实施机制的演化，提出产业战略实施机制框架；进而在产业战略与实施的互动模型和产业战略实施机制框架基础上，研究得出产业战略实施机制要着眼于战略组织架构、战略构成要素、战略实施流程三个方面创新的认识。并据此理论认识，结合深圳和滨海产业案例，提出进一步提升其产业发展战略的相关建议。
英文摘要：	Based on the development of economic core areas which are regarded as the vertex of industrial diamond system in the economic region after the Chinese reform, this paper took the typical economic core areas in China like Shenzhen and Tianjin Binhai New area as the cases, with the evolution of core industry and industry clusters in economic core area as the research scheme. It tried to explore the features of industrial evolution that exists in the economic core areas which are regarded as the growth pole of regional economy, applying theories of industry evolution, industry clusters and strategic management. It also explored the implementation mechanism of industrial development strategy in economic core area based on the industrial strategic community, under the perspective of regarding the government of economic core area as economic manager and the organizer of industrial strategy. At First, the paper studied the interrelationships among main constituent elements in the process of industrial evolution in economic core area. Through multiple case studies about the interactions between industrial evolution and its function in economic core area, the paper identified the influences of different stages of industrial evolution to the industrial function in economic core area. It found that there are three types of progressive characters in the industrial evolutional path from the introduction of single firms, firms gathering, industrial clusters to upgrade or decline of industrial development in economic core area. The three characters means: firstly, the common characters of industrial clusters，elements that existed in steady industrial structure during the process of industrial evolution in economic core area; secondly, the characters of industrial advantages in different stages of industrial evolution in economic core area; thirdly, the developing logic characters of industry resourcing, industry clustering, industry embeddings according to stages of industrial evolution in economic core area. In the practice of industrial development in the economic core area，the three kinds of characters can be viewed the criterion of judgment to determine the development stages occupied by the industry in the economic core area. Then, the paper studied the composition elements and their internal interactions of industrial development strategy based on industrial strategic community. The paper carried out evolutionary analysis on the role and function of the government, the core firms, operating networks and innovation networks in the process of industrial evolution in the economic core area. It also used overseas cases to study the strategic cooperation of government, industry, university and academy in California and Silicon Valley. Based on this, by identifying the composition of the industrial strategic community, the paper put forward the idea of establishing industrial development strategy based on the industrial strategic community. And adapting from strategic diamond five elements theory, the paper provided diamond model of industrial strategy which is made up of industrial orientation, industrial advantage, industrial process, industrial implementation tool and industrial development logic. According to evolution characteristics of industrial strategic elements in the economic core area, the influence on the five elements of strategy for the parties of the strategic community was discussed in detail. The diamond model of industrial strategy put forward by this paper has provided creative concept and theoretical references to economic core area for making industrial development strategy. Further, the paper also considered theoretically the innovation path of implementation mechanism of industrial strategy in the economic core area. On this basis of industrial strategic community and the diamond model of industrial strategy in the economic core area, starting from the aims that strengthening constantly industrial competitiveness of the economic core area and promoting the continuing evolution and escalating of the industry，the paper made further analysis and put forward the interactive model of industrial strategy as well as its implementation. Through the case studies of Shenzhen and Tianjin Binhai New area, the paper provided implementation mechanism of industrial strategy. Based on the interactive model of industrial strategy as well as its implementation mechanism of industrial strategy, the studies showed that implementation mechanism of industrial strategy should be carried out from three aspects, which are strategic organizational framework, strategic constituent elements and implementation process. According to this theoretical cognition, combining with industrial cases of Shenzhen and Tianjin Binhai New area, the paper further brought forth related advices for enhancing industrial development strategy.
