中文摘要：	信息在目前企业运营管理中的作用越来越被人们重视，对于信息的研究也越来越多，越来越细分。信息资产作为关于信息的研究的新的角度，相关研究越来越多。随着研究的深入，信息资产的概念已经深入人心，信息资产的特点、识别、评估等方面都成为研究者关注的问题。其中，信息资产的增值性是信息资产对企业价值的最好表现，正是由于具有增值性，信息资产才能不断为企业带来经济和社会效益。 随着不断的研究会发现，信息资产的管理目前还存在很多困难，信息资产的要发挥其增值性必须突破很多限制，对于信息资产的投入要想收到预期的回报，必须对信息资产进行更好的管理。 本文将信息资产与战略信息管理相结合，将信息资产管理贯穿于信息战略的过程中，使信息资产能够与企业其他活动相结合，既利于对信息资产更好的管理，也有助于信息资产切实发挥其作用。 本研究主要从信息资产和战略信息管理的背景出发，借助于理论分析与问卷调研等研究方法，以信息资产为切入点，试图构建基于信息资产的战略信息管理模式。从信息资产识别开始，通过文献调查和问卷调查，建立信息资产识别表，对表中各项指标赋权，制定信息资产识别步骤。在信息资产识别基础上，通过问卷调查，了解目前企业信息资产在竞争战略、信息技术战略、信息制度战略中的地位和作用，对这三个战略信息管理的构成部分分别研究。对信息资产在信息技术战略过程中的信息支持作用、在竞争情报战略过程中的辅助作用以及信息制度对信息资产管理提供的制度保障等进行论述，并将以上研究结果整合，构建基于信息资产的战略信息管理模式。 目前，将信息资产与战略信息管理进行结合的研究比较少，本研究通过实证方法，对信息资产在战略信息管理中的作用进行了分析，对基于信息资产的战略信息管理的可行性进行探讨，将信息资产与战略信息管理相结合，将信息资产置于战略高度进行研究，使信息资产管理与企业整体战略信息管理目标相吻合，更好的进行信息资产管理，同时为战略信息管理研究提供了新的研究方向。
英文摘要：	Recently, people pay more attention to the functions of information in business operation management, and information research has become more and more subdivision. As a new direction of information study, the number of information asset research is bigger and bigger.With these study, the concept of information asset has got common approve. The character, distinguish and evaluate of information asset are the focus of these studies. The multiplication of information asset is the best expression of the valuation which information asset take to enterprises，just because multiplication， information asset take benefit both economy and society orientation. With the constantly study, we can found that information assets management at present still has many difficulties, information assets to exert its value-added must break the many restrictions, for information assets investment to receive the expectation of rewards, must for better management information assets. This study explores the Strategy Information Management Mode as the main goal by means of theory analysis, questionnaire survey and other research methods at the background of information asset and strategy information management. The paper begin with the information assets recognition, set up a information assets identification table through literature survey and questionnaire survey, then evaluation these indexes, and formulate information assets identify steps. From questionnaire, we can get the position and effect of information asset in competitive strategy，IT strategy and information institution strategy. Based on the separate of these study, we can learn the supporting role of information assets in competitive strategy and IT strategy, and the affect of institution support for information institution provide for information asset management, then conform the Strategic Information Management Model Based on the Information Asset. Today, the study about the information asset and Strategic Information Management is too rare so this article inspire the worthy of this field. In this study, based on the questionnaire survey, the author studies the effect of information asset in the process of Strategic Information Management, and investigates the feasibility of Strategic Information Management based on information asset, and combine information asset and Strategic Information Management, take information asset to the height of Strategy, and start a new study orientation of Strategic Information Management.
