中文摘要：	摘 要 随着滨海新区的开发开放被列入国家战略布局的重要构成，滨海新区的发展一直得到国家以及天津市的大力扶持，滨海新区正在以前所未有的势头蓬勃发展，滨海新区的崛起促进了环渤海地区经济振兴，也推动了全国区域协调发展。滨海新区的开发开放也为电信运营商的发展提供了巨大的市场机遇。如何配合滨海新区的发展规划，抢占市场先机，做好网络部署，已成为电信运营商未来发展的重要课题。 滨海新区重点地区的网络建设如果按照传统模式建设，存在部分建设内容不能随市政建设同步完成，整体资源分布缺乏统筹安排，区域整体协调性差的弊端，同时造成网络建设成本的提高和需求满足的滞后。建立项目前期规划的创新管理模式，从而加强区域网络建设的整体协调性，及时完成建设任务，降低网络建设成本，成功的实现滨海新区重点地区的网络资源储备，打造全业务精品网络，为引领滨海新区进入3G信息化时代奠定基础。 本文主要从项目组织管理、范围管理、成本管理的角度对滨海新区重点地区网络建设项目的前期规划管理进行研究和讨论，在研究过程中从项目管理的理论入手，针对滨海新区重点地区网络建设的特点，对项目前期规划的管理模式的形成、工作流程的制定、组织架构的安排、工作范围的界定、成本的控制等方面进行分析和研究。本文通过详细的分析此类项目中前期规划管理的现状，依据项目管理理论和管理工具寻找项目管理中存在的缺陷，通过对项目前期规划管理模式的创新、工作流程的优化、组织架构的调整、工作范围的变更、项目成本的控制等方面的努力建立并初步完善了滨海新区重点地区网络建设项目前期规划的管理体系，实现了项目管理的目标。本文的研究成果提升了此类项目的前期管理水平，提高了企业效益，并为高起点、高水平的建设滨海新区信息化起到了应有的作用，对各运营商在此方面均有一定的参考借鉴意义。
英文摘要：	Abstract Since the development of Binhai New Area is regarded as one of the most important part of China’s strategy planning, it is getting more and more support from China and Tianjin government. Binhai New Area is developing rapidly with unprecedented tendency and at the same time its development revives the economics of Bohai Gulf area and pushes the procedure of coordinated development of whole China. The development and opening of Binhai New Area offers great opportunity to telecom operators, so how to act in concert with Binhai New Area’s development, how to dominate the market and how to plan telecom network have become one of the most important topic for future development of telecom operators. If the telecom network of key regions in Binhai New Area is built with traditional method, there would be many problems like the completion of network building and urban construction can’t be synchronous, the distribution of telecom network resource can’t be given an overall consideration, the compatibility of the network within the district is poor, and the costs would be higher, at the same time the requirement can’t be satisfied in time. With this consideration, setting up a new management method of telecom project pre-planning has great importance. By means of it we can promote compatibility of building telecom network in the district, complete the networking task on time, and reduce the cost. Finally the reserve of telecom network resource within the key regions of Binhai New Area and setting up an excellent network will be realized successfully, which are the base of Binhai New Area’s entering on a new 3G stage. This article put emphasis on research and discuss of management of telecom project pre-planning for key regions in Binhai New Area, which includes organize management, scope management, cost management and etc. During the research process, it begins from the theory of project management; analyze the feature of key regions in Binhai New Area and make a deep research on the forming of management method for pre-planning of Binhai telecom network project, how to make an effective work flow, how to arrange the organizational structure, how to define the scope of official duty and how to control the cost. The article analyzes the current situation of pre-planning management of this type of project and finds flaws of it on base of management theory and management tool. And then it brings new idea to management mode, optimization of work flow, adjusts of organizational structure and scope of official duty and controlling of cost, finally sets up a reasonable management system of pre-plan of telecom network project for key regions in Binhai New Area. The research result promotes the management level of pre-planning of this kind of project, improves economic performance of enterprise and contributes a new idea for Binhai New Area’s information construction. It could be a reference to telecom operators in this field.
