| 中文摘要: | 摘 要 随着电力建设多元化的发展,火电施工企业所面临的外部经营环境发生了明显的变化,必然导致企业深层次的战略结构调整,由计划经济体制下单一、指令性的经营环境转变为以市场经济杠杆为导向的充满竞争和变化的市场经营环境。企业的战略规划实施和项目管理作为应付市场经济复杂多变的有效手段必然被众多的火电施工企业所采用。然而,随着火电施工企业项目和涉及的板块、领域越来越多,企业必然面临到新的问题,如何确保火电施工企业众多项目与企业发展战略目标一致并能有效地支撑企业战略规划和愿景,企业在面临众多项目而资源有限的情况下,如何组织好、管理好这么多项目,围绕上述问题进行研究的基础上提出了火电施工企业项目群管理模式。本论文重点探讨火电施工企业项目群管理模式及其相关组织机构变革和信息平台支持构建,并结合具体案例进行分析运用。 本文首先阐述了电力建设行业发展的宏观经济背景,分析火电施工企业项目管理现状,在对其战略实施和项目管理两者的管理瓶颈进行分析的基础上,探讨了项目群管理的必要性。其次,以项目群管理为研究对象,从管理流程、实施模型、组织支持结构和信息支持平台等方面构建了一套火电施工企业项目群管理的基本理论框架体系。通过该理论框架体系,火电施工企业的众多项目成为企业战略实施的载体,项目群管理成为企业战略实施的主要手段。最后,以天津电力建设公司为例对项目群管理进行了实证分析,重点分析该企业应用项目群管理理论进行项目群管理的过程,解决该企业发展中存在的战略目标难以实现的问题。 本研究成果为火电施工企业即将面临的多元化的施工格局和发展战略调整实施具有一定的借鉴作用。 关键词:火电施工企业,电力建设,项目群管理,战略实施 | |
| 英文摘要: | Abstract Along with the diversified development of electric power construction, the external business environment faced by thermal power construction enterprises have changed distinctly, which in turn will inevitably cause enterprises’ deep strategic structures adjustment, namely from single and mandatory business environment under planned economic system to market business environment guided by market economic leverage, full of competition and change. As an effective means to deal with the complexity of market economy, the enterprise’s implementation of strategic planning and project management will surely be adopted by numerous thermal power construction enterprises. However, as thermal power construction projects and their related plates, areas become more and more, the enterprises will inevitably face new problems, and how to ensure that the numerous projects of the thermal power construction enterprises coincide with the enterprises’ development strategic goals and can effectively support the enterprises’ strategic planning and vision, and how to organize and manage so many projects properly under the circumstance that the enterprises face so many projects while with limited resources, on the basis of the study made to the above-mentioned problems, this thesis puts forward thermal power construction enterprise project group management mode. This thesis, supported by the analysis and application of specific cases, mainly discusses thermal power construction enterprise project group management mode and its related organizational structure change and information platform construction. Firstly, this thesis elaborates the macroeconomic backgrounds of the electric power construction industry development and analyzes the current project management status of thermal power construction enterprises, and then, based on the analysis of the bottleneck of both strategic implementation and project management, this thesis discusses the necessity of project group management. Secondly, taking the project group management as research object, this thesis builds a set of basic theory system of thermal power construction enterprise project group management, in the aspects of management process, implementation model, organization structure and information platform, etc. Through this theoretical framework system, the numerous projects of the thermal power construction enterprises become the carrier of the enterprises’ strategy implementation, and the project group management becomes the principal means of enterprises’ strategy implementation. Finally, this thesis analyzes the project group management by taking Tianjin Electric Power Construction Company as an example, and mainly analyzes the project group management process by using project group management theory, and solves the existed and unrealized problems in the strategic objectives during the development of this company. The research results will have certain reference function for thermal power construction enterprises on respects of diversified construction pattern to be faced and the adjustment and implementation of development strategy.
