中文摘要：	国内外很多学者均对中小型民营企业项目融资进行深入的论述。但是海洋工程项目融资具有其特殊性。海洋工程行业是以技术研发为核心竞争力的新兴行业，同时即使是民营企业其也是具有相当的规模，其项目融资的主要困难与传统意义的中小企业项目融资有本质的差别，也是之前大部分文献所没有涉及的。中小企业项目融资难不外乎是银行信贷困难等问题，但是单纯靠银行贷款是不足以提供海洋工程公司项目资金缺口的，这是由其行业性质决定的。 海洋工程公司经营相对于其他行业，其资金占用量是极其巨大的。稳定及时筹集足够资金，对任何一个公司来说都是十分重要的。相对于国有大中型企业和外资企业，民营企业的技术能力是其核心竞争力，也是企业发展的重点。对于以技术研发为核心竞争力的民营企业，强大的资金支持是必不可少的。当关系到企业是否能够生存下来的大型项目筹备时，项目融资成为私营企业发展的一道很难跨域的门槛。 本文撰写的主要目的是针对于天津HW海洋工程技术公司技术产业化项目，根据海洋工程的行业特性逐步分析项目融资对民营高科技企业技术产业化会产生的影响，从多角度分析项目融资策略选择的意义，以及选择合适的项目融资策略的重要性。根据天津HW海洋工程技术公司所处的生命周期，研究其项目融资策略及其主要影响因素。给出促进其公司发展的最佳项目融资方式，并且分析其项目融资风险。 全文共分为五章，首先从与本篇论文有关的项目融资理论知识进行入手，对企业项目融资策略的原理及相关理论进行分析。而后对天津HW海洋工程技术公司的发展现状进行清晰的论述，从多角度出发，在不同方面经过相互印证发现项目融资策略不同造成的影响，并且探索原因。根据多种策略的分析，提出天津HW海洋工程技术公司技术产业化项目融资策略的选择的合理化建议。全文最后一段为文章的总结，在该段中指出本文没有涉及的但是与项目融资策略问题相关的方面。在最后提出后续深入研究的方向和提出对未来研究方向的建议。
英文摘要：	Most of the studies on the financing of SME are discussed in depth. But the offshore engineering financing has its particularity. Offshore engineering is an emerging industry, research and development of that is core competitiveness. Even it is a private enterprise with considerable scale also has considerable scale .The essential difference is between major difficulties of the offshore engineering company and the traditional SME project financing. It also isn’t studied by the passed papers. SME financing is nothing more than a bank credit crunch and so on. But only rely on bank loan isn’t enough to compensate for offshore enterprise funding gap, which is determined by its own nature of the industry. Marine engineering enterprise management relative to other industries, the occupied capital is very great. To raise enough money to stable, in any enterprise that is very important. Compared with large owned enterprises and foreign enterprises, private enterprise's technical ability is the core competitive ability, also is the focusing on the development of an enterprise. To take the technical R&D as the core competitive ability of the private enterprises, strong financial support is essential. When related to enterprise whether can survive the large project preparation, project financing become to a cross-realm threshold of private enterprise development. The main purpose of the paper is written in TianJin HW offshore engineering development Co., LTD. Technology industrialization project, according to the ocean engineering profession characteristic gradually analysis of project financing a private high-tech enterprise technology industrialization will the impact, from multiple perspectives analysis project financing strategy selection to choose the appropriate significance, and the importance of project financing strategies. According to TianJin HW offshore engineering development Co., LTD locates the enterprise life cycles, and study the project financing strategies and its main influencing factors. Given the best of its enterprise development to promote financing method, and analyzes its project financing risk.
