中文摘要：	在一般的经营性项目管理中，项目承包商成本管理主要目标是提高盈利率，往往忽视项目价值的提升，甚至为实现项目成本目标降低质量，缩短工期，减少范围而牺牲项目价值。由于远郊营地建设项目承包商要负责项目后期运营，使其必须注重项目成本、质量、范围、工期等多要素目标平衡，加大了项目成本管理难度。因此，项目承包商出于提高盈利能力，保持行业竞争力的要求，必须建立有效的项目成本管理模式和方法。 本文从承包商角度对川东北远郊营地建设项目的成本管理进行研究。在项目价值最大化前提下，探讨了基于活动的远郊营地项目成本管理，并结合项目成本管理相关理论，对远郊营地建设项目成本管理的问题及原因进行分析，总结出川东北远郊营地建设项目成本管理的核心内容，即项目成本的估算、预算、控制模式和方法。 在项目成本的估算、预算、控制模式和方法研究中，吸取一般项目成本管理理论及方法外，结合远郊营地建设项目建造模式、技术非标准化、信息不全面、变更较多、跨区域作业等特点，对成本估算、预算和控制的问题及对策进行了重点分析，形成了一套较为完整的针对远郊营地建设项目全过程成本的管理方法。 在本文最后，总结了本文的研究和理论贡献、对项目成本管理的启示、研究工作存在的不足及今后的研究方向。
英文摘要：	In general operating project management, the main objective of project cost management is to improve the profitability, so the contractor often ignores the project value promotion, and even to reduce the project quality, shorten the construction period and cut down the scope of work for the implementation of project cost target. Due to the contractor of remote site camps construction need take the responsibility for the camps operation and management, they must pay attention to the project cost, quality, scope of work, construction period and so on, under this circumstance, the difficulty of project cost management is increased. For improving the project profit capability and keeping the industry competitive power, contractor must set up the effective project cost management mode and measure. This thesis works for cost management of CDB remote site camps construction project from the standpoint of contractor. Under the premise of value maximization, this paper discusses the cost management of movable remote site camps project and analyzes the issue and reason of cost management of remote site camps construction project combining with the relative project cost management theory. Final, the core matter of cost management of CDB remote site camps construction project is summarized, which is the estimate, budget, control mode and measure of project cost. On the study of the estimate, budget, control mode and measure of project cost, this paper stress on analysis of issue and countermeasure of cost estimate, budget and control combining with the remote site camps construction project mode, nonstandardized technique, Information incomplete, abundant modification and large span area operation and so on and learning the general theory and measure of project cost management. Final, a full set of cost management measure of remote site camps construction project is concluded. The last part in this thesis, the research and theory contribution, project cost management illumination, deficiency in the research and direction in future study are summarized.
