中文摘要：	随着互联网与移动通信技术的发展，移动政务受到越来越多的关注。移动政务作为传统电子政务的重要补充，在政府管理创新和职能转变中发挥了积极的作用，使社会公众和企业可以更为便捷地获取政府信息与服务。本文以移动政务利益相关者为研究主题，旨在明确移动政务实施和发展中的相关者，构建利益相关者模型，为移动政务未来的理论研究和实践提供借鉴。 本文首先分析了移动政务的研究背景和发展趋势，以及本文的研究目的、研究意义等，从而对研究主题有了更系统的了解和把握。其次，从移动政务的概念着手，对国内外现有的研究进行综述，对利益相关者的有关知识进行总结。结合资料，运用案例分析法和扎根理论识别移动政务的利益相关者，进一步分析利益相关者的角色任务及其之间的关系，在此基础上构建移动政务利益相关者模型。之后，应用北京市移动政务平台检验和完善利益相关者模型。在文章最后总结了本文的研究成果，分析了研究的局限性。 本研究创新之处首先是扎根理论和利益相关者理论的应用，扎根理论的应用是这种研究方法应用领域的创新，同时，在译码分析的过程，让笔者更细致地掌握了案例资料的内容，更全面的识别利益相关者。借鉴利益相关者理论进行移动政务利益相关者分析移动政务的利益相关者，分析结果对移动政务的立项、建设和实施都有借鉴意义。移动政务利益相关者模型的构建和利益相关者分析是移动政务研究领域的创新，对以后的研究和实践都具有借鉴和参考意义。图14幅，表4个，参考文献50篇。
英文摘要：	With the development of internet and mobile communication technology, an increasingly number of people pays attention to the mobile government. The mobile government, as an important supplement, is playing an active role in the process of transforming the management and function of the government, and makes more convenient for citizens and businesses when access government information and services. The subject of the study is the stakeholders of mobile government, aimed at clarifying the stakeholders of mobile government in its implementation and development and building the stakeholder model. That’s maybe a reference for the further study and practice of mobile government in the future. Firstly, this paper analyzes the background and development of mobile government, and the study’s purpose, significance etc. All of the work above is helpful to understand and grasp the topic comprehensively. Secondly, beginning with the analysis of the concept of the mobile government, we review the current research about the mobile government and stakeholders at home and abroad. Then, we identify the stakeholders of the mobile government, and make a further study about the roles of them and the relationships between them. On the basis, we build the model about the stakeholders of the mobile government. We test and improve the model by the application of the platform of Beijing mobile e-government. At last, we summarize the conclusions and the limitations of the study. One of the innovations of the study is the application of the grounded theory and the stakeholder theory. Firstly, it is an innovation of the field of the grounded theory, and the decoding process is helpful for the author to understand the case comprehensively. Secondly, the stakeholder theory is learned to analysis the stakeholders of the mobile government, which is helpful to the m-government project, construction and implementation. The other innovation is the model of mobile government stakeholders and the analysis of them. All of the work will be a reference for the future study and the practice of the mobile government.
