中文摘要:2006年,天津城市基础设施建设投资集团有限公司成立,融资几百亿元大规模地进行城市基础设施建设,几年来取得了显著成效。快速路、海河改造、地铁、市区道路、大型公园等建设项目的实施,提升了城市整体形象、美化了城市环境、方便了居民出行。天津城市道路管网配套建设投资有限公司(天津道路管网公司)作为城投集团下属子公司,主要负责城市道路、河道改造、停车场楼等建设项目的组织实施。 天津道路管网公司前期综合计划管理工作主要是对建设项目基本信息和基础资料、前期阶段合同、前期工作进度、前期费用拨付进行管理和控制,并配合公司相关部门做好项目招投标、质量监督备案、审计、财务决算等工作。近年来建设项目数量的不断增加、工作要求的不断细化,导致原来前期综合计划管理的工作方法不能与之相适应,管理工作越来越混乱。 为解决实际工作中的困扰、理顺工作环节、规范管理程序,使天津管网公司前期综合计划管理实现准确、高效、便捷。本文以市政工程项目管理和业务流程再造理论为指导,分析天津道路管网公司项目前期综合管理工作内容、现状工作流程及存在问题,针对工作特征,结合工作实际,提出以项目为单位、以道路管网公司项目前期工作生命周期为主线,同时强化信息管理、合同管理、沟通管理的前期综合计划管理工作的流程优化方案。然后,通过天津市梅江会展中心大配套工程项目前期综合计划管理工作实例,从工作时间、工作效率、工作连续性、数据准确性、相关人员满意度等方面验证了优化流程为实际工作带来的积极效果。最后,对前期综合计划管理优化流程在建设项目类别区分及实施过程中可能存在的不足进行分析,考虑网络、通讯等现代信息技术的发展,提出建立电子档案、实现信息化管理的后续研究建议。 
英文摘要:In recent years, Tianjin Infrastructure Constuction & Investment (Group) Co.,Ltd, which was set up in 2006, has financed billions in urban fundamental infrastructure construction and accomplished great achievements. By successful construction of Urban expressway, Haihe River reconstruction, subways, urban roads and giant parks, city image and environment is improved with citizens traveling more conveniently. As an affiliated company of Tianjin Infrastructure Construction & Investment (Group) Co.,Ltd, Tianjin Urban Road Pipeline Network Complete Set Construction Investment Co., Ltd is in charge of organization and implementation of urban roads, river course reconstruction, parking lot etc.. For Tianjin Urban Road Pipeline Network Complete Set Construction Investment Co.,Ltd, the preliminary general management mainly focuses on basic information and data, the early stage of the contract, the progress of preparatory work, preliminary cost allocation. The company also cooperates with relevant departments of the company for bidding to do the project, quality supervision filing, audit, and financial statements and so on. Both the increasing number of construction program and the more detailed working standard make integrated planning and management methods inadequate, which leads to the disorder of the management. By solving problems in practical work, rationalizing the work areas, and standardizing management procedures, the management of Tianjin Urban Road Pipeline Network Complete Set Construction Investment Co., Ltd is accurate, efficient and convenient. Under the theory of municipal engineering program management and business process reengineering, this thesis analyses the content of integrated management at prophase, current processing and problems therein, proposes a process optimization plan which focus and base on features and practice of working, and emphasizes management of information, contract and communication. Then, an example is studied on the preliminary general management of the Conference and Exhibition Center in Tianjin Meijiang. The working time, work efficiency, continuity, data accuracy, and the personal satisfaction are analyzed to validate the optimization process on bringing the actual work positive effect. Finally, the thesis carries out an optimization analysis on the deficiencies of the preliminary general management in construction projects and the implementation class distinction. Considering the network, communications and other modern information technology, the thesis proposes some suggestions on the establishment of electronic archives, information management and future study.
