| 中文摘要: | 在传统项目管理过程中,由于信息处理量大、数据获取不及时、项目不确定性较高等原因,经常导致投资超支和工期延迟的情况发生,而我国实施的项目群通常是以政府为主导的重大建设项目,因而具有工程整体进度要求较紧、资金使用灵活度不高等特点,这就对项目的进度管理和成本管理提出了更高的要求。项目挣值管理理论作为一种基于项目成本与进度的集成管理方法,可以成为解决这两个重要问题的一种途径。 本文以具有项目群大型化、综合化等典型特点的天津海河教育园区项目群为研究对象,运用理论结合实际的研究方法,在传统信息采集方式的基础上,结合全新的管理途径,论述了项目群挣值管理方法从理论基础到实施模型的创建过程。文章通过分析梳理相关理论对管理方法的指导作用及其逻辑关系,建立了管理逻辑框架,在此基础上与项目群挣值管理构成要素结合,最终形成项目群挣值管理模型,并根据挣值管理绩效指数从工作分解结构的最底层统计逐层累加的特点,结合项目型管理组织分解结构,建立了基于组织结构的项目群挣值管理方法,使得管理层次更加清晰,过程更加顺畅。最终针对案例具体情况提出了解决方案,从实践中发现问题、寻找出路、解决问题,使得项目群挣值管理方法能够有效地应用并收到良好效果。 | |
| 英文摘要: | In the management process of traditional project, because of large amount of information processing, data access delay and the uncertainty of project, the situation of investment cost overrun and contract delay occur frequently. The program in this country is usually government-led major construction project, which has short construction period and the financial regulation is strictly, that demands the schedule management and the cost management on a higher requirement. As an integration management method of project schedule and cost, earned value management theory can be the way to solve these two important issues. By analyzing the case of Tianjin Haihe Education Park, which has typical feature of large-scale and integrated, using the research methods of integration theory with practice, based on the traditional approach of information collection, adopting new management approach, this article discusses the creation process of program earned value management theory to implementation model. By analyzing the directive function of Relevant theory and the Logical relationship among the Relevant theory and Management methods, this article set up a management logical framework, mix with program earned value management components, built a program earned value management model eventually. Combining with project-oriented management organization breakdown structure, according to the feature of earned value management performance index, that statistics and cumulative from the lowest level of work breakdown structure, this article creates the program earned value management theory which based on organization structure. This theory makes the management level and the management process more clear. Finally, this article propose solutions for the specific circumstances of case, identify problems from practice and find a way out to solve the problem, that make program earned value management theory can be applied effectively and achieve good results. | |
