中文摘要：	天津市作为一个国际化的大都市，目前城市发电主要以煤炭为燃料，能源消费量大，利用效率低。大量直接燃烧原煤和以煤为主成分的能源是造成天津市大气环境污染的主要因素之一。天津市近年大力发展城市建设，陈塘热电有限公司所在区域已成为城市中心地带，根据天津市城市发展规划的总体布局调整，为改善该区环境条件，天津市政府计划启动陈塘热电公司搬迁项目。该项目计划在新址建设大型燃气热电联产机组，其总投资约为64亿元。为此陈塘热电公司搬迁项目面临着较大的建设资金缺口，需要通过设计一个切实可行的融资方案来解决。 本文的写作目的是要寻找出一种适合陈热搬迁项目融资的最佳方案来进行实施，用以解决陈热搬迁项目的资金缺口。 本文尝试通过对项目融资领域相关理论的研究及对不同项目融资模式的分析对比，将之与陈塘热电公司搬迁项目融资的实际操作联系起来，以建立热电联产企业实施项目融资的模型，为热电联产企业提供可行的项目融资手段。 本文首先通过对陈热搬迁项目融资方案研究的背景及目的进行介绍，阐述陈热搬迁项目融资方案研究的必要性；然后本文通过对融资方案设计过程及若干融资模式的研究，并结合陈热搬迁项目的具体情况，设计出三种适合陈热搬迁项目的融资方案包括境外融资国内转贷款方案、资产证券化融资方案、融资租赁方案；最后通过分析这三种方案各自的特点并比较其优劣性，选择资产证券化融资方案作为该项目的最终融资方案来进行实施，并以此方案来作为解决该项目建设资金缺口的途径。图2幅，表4个，参考文献40篇 关键词：热电联产 项目融资 资产证券化 陈塘热电搬迁项目
英文摘要：	Tianjin, as an international city, the fuels of power generation are mainly relied on coal, which leads to large energy consumption and low utilization. A large number of coal combustion is one of main factors of atmospheric pollution in Tianjin. In recent years, city infrastructure is developing rapidly in Tianjin. According to the adjustment of the overall city development planning of Tianjin, the government of Tianjin will start the project “Relocation of Chentang Thermal Power Co., Ltd.” up to improve the quality of the environment conditions, since the location of Chentang Thermal Power Co., Ltd is one of the centre areas in Tianjin. The project is planning to set up thermo and power cogeneration which runs by gas. Its total investments need about 6.4 billions. Facing to so much money needed, the Chentang Thermal Power Co., Ltd. need to design a feasible solution to solve this problem. The purpose of the essay is to find the best way to solve the problem of funding gap of the project “Relocation of Chentang Thermal Power Co., Ltd.”. In this essay, the writer does research on the theories of project finance, analyses and compares different finance models. Link the theories to the practice of the project of “Relocation of Chentang Thermal Power Co., Ltd.”, and then set up a model of project finance of thermo and power cogeneration industry, which bring feasible ways for solving finance problems. In this essay, firstly, the writer introduces the background and purpose of the research of the project finance of “Relocation of Chentang Thermal Power Co., Ltd.”, and states the necessity of this research. And then through the research of project finance designing process and finance models, the writer designs three suitable programs based on the condition of Chentang Thermal Power Co., Ltd., including transferring bank loan based on oversea finance program, asset securitization program, and lease finance program. Lastly, through analyzing the nature of three programs and comparing the advantages and disadvantages among the three programs, the writer selects the asset securitization program as the final choice of project finance to be practiced underlying the solving funding gap problems.
