中文摘要：	电网投资项目往往以政府姿态，采用国家行政手段开展管理工作。从2002年电力体制改革开始，在电厂与电网分离背景下，电力行业不再是政府部门，而以企业形态出现在市场竞争环境中。对于电网企业，不但需要承担人民生产生活用电供给，还需要在市场环境中提升经营竞争能力，谋求长远发展。如何根据电网建设特点，从投资项目的效益管理角度出发，处理好企业经营目标和效益价值取向的关系，通过研究推广科学、适用的管理方法，建立完善适应发展需要的电网投资项目前评估方法，对于电网企业来说，具有十分重要的意义，通过更加合理地对投资项目做出决策可以提高企业的利润率，使企业拥有更大的发展空间。 本文以我国电力市场深化改革的新形势为研究背景，围绕电网投资项目管理的独特性及发展现状，开展了电网投资项目的前评估方法研究。本文在分析项目管理流程、项目管理中效益评价工作现状理论基础等问题的同时，深入探讨了天津市电力公司电网投资项目效益分析范围和电网投资项目前评估工作的重点，并对天津电力公司空港2#220KV变电投资项目前评估的案例分析工作。 从天津电网投资项目管理的效益考核工作基本情况入手，通过综合分析，针对电网投资项目前评估管理中存在的问题，在遵循电力系统经济性的评估要求和方法的基础上，结合项目建设必要性、技术可行性和对环境的影响程度，建立了一套结合电网实际的电网投资项目前评估指标体系，并对实例进行了分析。 本文是对天津市电力公司电网投资项目前评估的指标体系和方法进行了初步研究，对今后的电网投资项目前评估工作具有一定程度的指导意义，以期对电网投资项目的正确决策提供有益的借鉴。
英文摘要：	This thesis, under the background of deep reform in our country electric power market into a new situation for study, surrounding the item management, developed a research on invest item efficiency management method. The thesis toke the item period as lord line, analyzed a charged barbed wire net investment item at design, efficiency evaluation and efficiency of opening and the completion of work etc. stage investigate a method. The electricity market in our country to deepen reform of the new situation in the background, the network investment management of the uniqueness and development, investments in the network before study. In the analysis of the project management processes, project management efficiency evaluation work in the theoretical foundation for the same time, the electricity network tianjin investment performance and network analysis of investments before the focus of the evaluation work and power company to the airport two # 220kv power transformation investment projects to assess the case studies of work. From tianjin to network investment management efficiency evaluation work of the basic information, analysis, aimed at through a network management of investments before the problems in the power systems for the economy and evaluation on the basis of the project, construction, the need for technical feasibility and environmental impact, the establishment of a network to network with the actual investment project appraisal target system before, for instance, and analyzed.
