| 中文摘要: | 项目后评估是运用现代系统工程与反馈控制的管理理论,运用统计预测的方法,对项目决策、实施和运营结果做出科学的分析和判定。目前,项目后评估在发达国家各个领域都得到了较为成功的应用,在我国项目后评的应用还不是很普遍。但是,电网公司对电网投资建设后的效益情况以及各项规划建设经验的积累重视程度不够,使得电网规划项目后评估成为了薄弱环节,正是由于缺乏对电网规划项目经验的总结,降低了其对电网建设以及改造的指导和促进作用,无形中提高了项目成本。 当前,在电网规划大规模开展的背景下,研究科学的电网规划后评估方法,并逐步形成统一的体系,对于提高电网规划水平、把握电网发展方向、提高电网的经济和社会效益具有重大的作用。 本文首先分析了电网规划项目的研究背景和研究意义,阐述了项目后评估的相关理论,其次通过对电网规划项目各方面影响因素的分析,构建了电网规划项目综合评价指标体系,运用层次分析法确定了电网规划项目指标权重,并处理了指标体系归一化问题,使得原始指标体系数据能够在同一标准下进行量化分析并结合模糊理论对结果进行评估。最后通过对东丽电网规划项目后评估的研究,验证了其具有良好的综合评价效果,并结合电网规划项目后评估中的问题提出了相关建议和措施。 | |
| 英文摘要: | Post-project evaluation is the use of the theories of the modern engineering systems and the feedback control systems and management, the use of statistical forecasting methods, the project decision-making, implementation and results of operations and scientific analysis to determine. At present, post-project evaluation in all areas in the developed countries have been more successful applications.In our country the application of the post-project evaluation is not very common.Actually, Grid enterprises growing competition for power network planning in the development and decision-making poses new challenges. Under the background of the large-scale development of power network planning, Studying scientific post-project evaluation method of power network planning, and gradually forming a unified system, it has a significant role for raising the level of power network planning, grasping the direction the power power network development, improving the economic and social power. In this paper, Firstly, it analyzes research background and significance for the power network planning project, theory of power network planning post-project evaluation is expounded. Secondly, by analyzing various factors of power network planning project, post-project evaluation index system is built, the index weight of power network planning is built using fuzzy, AHP method, and dealing with the issue of normalization of index system, making the original index system data can be quantitative analyzed under the same standards. Finally, though the synthetic evaluation of electrical power network planning projects in Dongli, it confirms that it has good quality synthetic evaluation effect. Combined with power network planning project post-project evaluation results, recommendation and measures related to power power network planning is proposed. | |
