中文摘要: 摘 要 进入20世纪80年代后期,随着全球经济社会的转型与变化,以及新技术革命带来的知识经济一体化发展,现代项目管理理论得到了快速发展并被越来越多的组织所采纳。到20世纪90年代末期,为了解决在知识经济和创新型国家建设中社会组织和企业的管理体制与机制等方面的问题,开始了项目导向型组织的研究。 随着天津滨海新区的建设上升为国家战略,天津的基础设施建设发展进入了快速发展时期,城市基础设设施规划、建设水平定位高、任务重、压力大。重点工程建设项目的设计,面向国际公开招标,各大设计院纷纷参与竞标活动,市场竞争不可避免。 天城院,早在天津海河综合开发改造时期,就参与了多项重点工程的建设设计任务,海河上城市桥梁理念的提出,取得了良好的社会效益。设计院的技术实力、组织结构等多方面,近几年有了长足的发展。 本文通过对国内建筑业设计行业的现状分析,以及天城院的设计项目的独特性分析,设计院的企业发展战略与现状组织架构的不适宜等问题,结合相关理论研究,从组织变革理论入手,分析设计院组织变革的动因,并研究其变革的方法;从项目导向型组织模式分析入手,结合企业视角下多项目管理的相关理论研究成果,分析适合天城院的组织变革模式。 通过对天城院的设计项目管理独特性和现存问题分析、以及项目导向型组织模式变革的可行性分析,提出设计院项目导向型组织模式设计方案。 最后,本文以天城院为例,结合该院组织架构现状及管理问题,为该院提出了适合其自身特点的项目导向型组织模式架构,提出了组织机构的建设方法,包括组织结构建设方法与策略、建设实施的规划和步骤;管理机制的建设方法以及人力资源建设方法。这些研究成果,力求贴近设计院的实际,增强项目导向型组织模式的可操作性,同时,也是为今后的大中型设计企业的改制,提供新建设的思路与方法。 关键词: 设计院 项目管理 项目导向型 组织模式与管理方法 
英文摘要:Abstract Since the late 1980s, happening with global economic society transformation and knowledge economic integration development which new technology revolution brings, modern project management theory is growing rapidly and adopted by more and more organizations. By the end of 1990s, in order to solve the problem of social organizations and enterprise management systems that exist in the construction of knowledge economy and innovation-oriented country, the research of project oriented organization was start. Along with the development of Tianjin binhai new area has been upgraded to a national strategy, the infrastructure construction in Tianjin is entering the period of rapid development and both of the planning and construction level are positioning high、 pressure big and heavy task. The design of a key project construction is facing the international public bidding, major design institutes have bid for activities, and the market competition is inevitable. Early in the comprehensive development and reconstruction period of haihe in Tianjin, Tiancheng institution has attended many construction design tasks of key projects, and the proposal of urban bridge on the river idea also received good social benefits. The technical strength and the organization structure etc. of this design institution have developed rapidly in recent years. This article analyze suit pattern of organizational transformation for Tiancheng institution by means of analyzing the status of domestic architectural design、the unsuitable of this institution’s development strategy and current organizational structure, start with the idea of organizational transformation, analyze the agent of it organized transformation and the way they bring about reform, start with the analysis of project oriented organization pattern, combine with many administrative theory research that is under the enterprise’s perspective. Raise project oriented organization pattern design scheme of Tiancheng institution by means of the analysis of its design project management uniqueness and existing problem and feasibility analysis of project oriented organization pattern transform. At the last, Taking Tiancheng institution as a case and combining with its current organizational structure and management problem, this article puts forward a project oriented pattern framework that is suit for its characteristics and also the way to development the institutional framework which includes the methods and strategies of institutional、planning and steps of implementing、the way to development management mechanism、 human resource and enterprise culture. The results of this study strives to close to the actual of designing institute and enhance the maneuverability of project design organization pattern, at the same time in order to provide new ideas and methods for the future restructuring of large and medium-sized design enterprises.
