| 中文摘要: | 《中华人民共和国国民经济和社会发展第十二个五年规划纲要》中明确指出要“坚持把保障和改善民生作为加快转变经济发展方式的根本出发点和落脚点”,民生成为国家发展战略的重要基础和主要目标。旅游作为人权的一项基本内容,是国民福利的重要体现,也是改善民生的重要手段。如何让旅游的发展符合时代的要求和人民的意愿,是旅游学界和业界都需要深入思考的问题。大旅游作为一种全新的旅游发展思路,突破了以往旅游发展观价值取向的局限性,对新时期旅游发展实践具有重大的指导意义。 自20世纪90年代起,大旅游就作为一种旅游发展口号频繁出现在政府工作报告、机关内部刊物和社会报纸中。大旅游的概念虽然被广泛提及,但其实质和内涵却在很大程度上被片面化,理论界对大旅游的研究也尚停留在概念描述和延伸阶段,对大旅游理念进行系统的理论梳理成为我国旅游发展实践的必然要求。本文采用文献研究法、比较研究法和案例研究法,通过对当代发展观、当代旅游发展观演进历程的研究,阐释了大旅游理念形成和发展的背后逻辑,同时借鉴消费主义、人的全面发展、发展经济学和区域合作等领域的相关理论,对大旅游理念的价值体系和核心内涵进行了系统的阐释,构建了大旅游理念的基础理论体系。同时,通过对国民休闲计划和旅游城镇发展等实践领域的案例研究,揭示了大旅游理念的实践价值,也为我国旅游发展实践提供了新的思路。 大旅游理念的核心价值体系充分体现了对人和社会全面发展的关注:否定了经济性旅游发展观和伪“人文关怀”对旅游者寻求个人发展的误导,超越了传统发展观对旅游者的工具性理解,倡导通过旅游活动促进旅游者价值的解放;批判了与社区和居民相脱离的旅游发展模式,尊重社区和居民寻求自身发展的要求,倡导一种能促进社区和居民全面发展的旅游发展模式;反对“人类中心”主义的历史性错误,重视旅游发展的综合效益,并将旅游综合效益的实现看成一个历史性的积累过程。大旅游理念体系的基本内容包括构建一个超越行政区经济限制的大旅游区域,打造一个具有全新的产业发展观和价值取向的大旅游产业体系,规划一个与社会系统紧密关联的大旅游系统。国民休闲计划和旅游城镇的发展实践是大旅游理念价值体系的重要表现,同时也是大旅游理念体系影响旅游发展实践的重要途径。 | |
| 英文摘要: | In China’s 12th Five-Year Program on National Economy and Society Development, improving people's living standard was taken as the starting point and the objective of economic transformation. As now, people’s livelihoods have been regarded as the basis and main goal of our national development strategy. As a basic content of human rights and an important embodiment of our national welfare, tour should be supported by governments to improve people's livelihoods. Finding ways to make the development of tourism match the requirements of our people and the society will be the main task for tourism. The philosophy of great tourism provides us with a whole new value orientation and development modern for tourism which is a significant breakthrough for the development practice. Since the 1990s, the concept of great tourism has been frequently adopted as a development slogan in government work reports, newspaper and internal publications. Even so, however, the intensive properties of great tourism have been misunderstood for years. Meanwhile researchers didn’t promote the research on the philosophy of great tourism effectively; they just stay in the concept introduction stage. As so, making the philosophy of great tourism into system is the urgent and inevitable task both for academic research and tourism development practice in China. In this thesis, on the basis of the senior researches on the evolution of modern development conceptions, according to the theories of consumerism, man's all-round development, development economics and regional cooperation, the author has illustrated the value system and core connotation of the philosophy of great tourism and completed the task for the theory system construction. | |
