中文摘要：	进入新世纪以来我国公共图书馆志愿者活动所处内外部环境呈现出一些新的变化，这些主要变化包括：公共图书馆服务文化服务体系的建设、公众参与志愿者活动意愿的高涨，以及越来越多的公共图书馆开始引入志愿者服务的趋势。由于实践经验和理论指导的缺乏，许多图书馆在志愿者管理活动中面临着新的问题和挑战。 综合国内外经验，本研究认为一套成熟有效的图书馆志愿者管理模式能够帮助图书馆识别志愿者管理活动中的问题，快速形成解决方案和行动方案。本次研究旨在考察和识别现有的公共图书馆志愿者管理模式，分析我国公共图书馆志愿者管理活动的现状，在借鉴国内外理论成果和实践经验的基础上，构建适合我国公共图书馆运作的具有普遍意义的志愿者管理模式，并提出实施策略。 本研究通过文献调研构建了一套具有普遍意义的公共图书馆志愿者管理模式理论框架，这套框架由问题识别和解决方案两部分构成。问题识别部分集中总结和归纳了国内公共图书馆在志愿者管理活动中遇到的主要问题；解决方案部分吸纳和借鉴了国内外公共图书馆志愿者管理的理论和实践经验，体现了人力资源管理方法的移植。通过对国内公共图书馆的案例调研，本研究对以上模式理论框架在我国公共图书馆志愿者管理活动中的适用性和应用前景进行了验证。案例调研的分析结果证明基于人力资源管理的图书馆志愿者管理模式能够有效适用于现阶段国内的公共图书馆。在案例研究的基础之上，本研究构建了针对国内公共图书馆的志愿者管理一般模式，主要由志愿者活动规划、图书馆志愿者组织架构、图书馆志愿者管理流程等内容组成。为保障以上模式在公共图书馆的有效实施，本研究还从组织文化、技术、经费等几个方面提出了公共图书馆志愿者管理模式的实施策略。
英文摘要：	Since the beginning of the new century, some new changes have occurred in the environment of domestic public library volunteer management. These changes contain: development of public library service system, public’s soaring intends to be volunteers and the tendency that more and more public libraries start volunteer program. Due to the lack of experience and theoretical guidance, many libraries’ volunteer management activities are facing new problems and challenges. Synthesizing domestic and international public library volunteer management experience, this study considers that a mature process of library volunteer management model can help libraries identify the problem，find the solutions and form action plan quickly. This study attempts to observe and identify the existing management model in library volunteer program. Then the study analyzes the current situation of domestic public library volunteer activities. On this basis, the study tries to build a public library volunteer management model with universal mean and put forward implementation proposals. Through the literature review the study deduces a set of public library volunteer management theoretical frame with general significance. This framework contains Problems Identify Part and Solutions Part. Problem Identify parts summarize the main problems which domestic public library encountered in practice. And the solution parts absorb the advanced experience of volunteer programs. Through case study of domestic library volunteer service, the study verifies the applicability and prospect of theoretical framework in domestic library volunteer program. On that basis, the study constructs a volunteer management general pattern for domestic public libraries, which contains volunteer program, organizational structure and management progress. Finally the study puts forward some implementation proposals.
