中文摘要：	随着民生问题成为党和国家各项工作的重中之重，服务民生也成为档案部门工作的重点，家庭档案的普及工作作为档案部门服务民生工作的一部分也受到了很大的重视。家庭档案是家庭或家庭成员在家庭生活及社会活动中形成的可归属个人保存的档案，家庭档案是家庭日常生活管理的参考依据，是家庭教育的生动教材，是维护家庭及其成员合法权益的有效证明，普及家庭档案有利于服务民生、构建和谐社会，有利于提高社会档案意识，丰富国家档案资源宝库。近些年来，家庭档案的普及活动在全国很多省市开展起来，在一定程度上促进了家庭档案的普及。但在普及的过程中也面临着各种各样的问题，如何在家庭档案的普及过程中更好的规避这些问题，使家庭档案普及工作更加顺利的开展，取得更好的效果，这是本文写作的主要目的。 随着家庭档案理论研究的深入及家庭档案普及工作在各省市的兴起，家庭档案普及的实践工作需要理论的进一步指导。在此背景下，本文分析了家庭档案的内涵及特点，家庭档案普及的内涵等，奠定了家庭档案普及工作研究的理论基础。 在此基础上，以天津市家庭建档“百千万”工程为例进行调查、分析，总结出此次家庭建档普及活动中值得我们借鉴的经验以及其中存在的不足，并提出解决对策。 最后，论文确定了家庭档案普及工作的以人为本原则、持续性原则、普遍性和特殊性相结合原则、实事求是原则等，提出了家庭档案普及工作的几个重要工作环节，包括：前期准备工作、具体实施工作、总结工作以及建立长效机制工作。新时期，家庭建档数字化、网络化以及家庭档案知识管理等成为家庭档案普及工作发展的新趋势。
英文摘要：	As the people’s livelihood becomes working emphases of the Party and our nation, serving the livelihood of the people has become the focus of the archive department, and family archives popularization is attached seriously, which is a part of the work serving for people’s livelihood. Family archives can be saved by one’s own, which is formed by family or family member in family life and social life. The family archive is the reference of family daily life management and vivid materials of family education. It is effective proof on safeguarding the legitimate rights and interests of the family and its members. Family archives popularization is conducive to serving for the people’s livelihood and constructing harmonious society, and is helpful for improving social file consciousness and riching national archives resource treasure.In recent years, family archives popularization is being taken in many provinces and cities of our nation, which promotes the popularization of the family archives in a certain extent.But in the process of popularizing, there is also various problems. Therefore, the main purpose of this paper is how to avoid these problems, make the work more smoothly and get better results. With the deepening of the research on family files theory and the rising of family archives popularization around, the practice of family archives popularization further guidance by the theory. In this context, this paper analyzes the meaning and characteristics of family files and the meaning of family archives popularization, so that the theoretical basis of family archives popularization is laid. On this basis, this study will take the family filing "Millions" project in Tianjin for example to investigate and analysis, summarize the experience and the insufficient, and proposed countermeasures. Finally, this paper identify principles for family archives popularization, such as people-oriented principle, sustainable principle, universality and particularity combination principle, seeking truth from facts principle and so on. It also puts forward several important work link, including preparatory work, the specific implementation, reviewing work and the establishment work of long-term mechanism. In the new period, family filing digitizing and networking, family files knowledge management and something like that will become the new development trend of family archives popularization.
