中文摘要：	随着信息化进程的加快以及党的十七大明确针对广大党员提出的提出建设学习型政党的要求，如何建设一支适应时代发展、与时俱进的党员干部队伍，如何提高党员干部的思想素质成为党员队伍建设的重要目标。 在我国，党校图书馆是一种特殊类型图书馆。作为党校文献信息服务中心及教学、研究的学术机构，党校图书馆在为党的建设提供信息和智力支持、提高党校教学水平、解决党员干部读书问题等方面起着举足轻重的作用。 本文综合运用问卷调查法、访谈法和实地观察法，以天津市委党校图书馆为例，通过对相关用户进行调查，以及实地观察，调研天津市委党校图书馆当前资源及服务状况，相关用户对图书馆的满意度和需求，在结合中央相关文件的基础上分析得出天津市委党校党校图书馆的使命及服务设计。 在实证研究的基础上，本研究认为，天津市委党校图书馆应承担的使命有以下五点：提高干部理论水平，促进干部读书，成为建设学习型政党的重要平台；支持党校使命，辅助教学科研；宣传社会主义先进思想理论，弘扬当前社会主旋律；培养干部信息素质，信息道德以及信息能力；丰富干部、教师课余、业余生活，促进完整人格的塑造。通过对使命的陈述，从特色化资源建设以及创新党校图书馆特色化、个性化、人性化服务体系建设两方面提出与之相适应的合理化建议。
英文摘要：	With the acceleration of the informatization and the request of The CPC that put forward for the general party members to built a learning party, our party would face a lot of questions.How to build a party that adapt to the development of The Times, keep pace with The Times and how to construct a high quality team becomes the important things to do. In China, the party school library is a kind of special type of library. As the party school literature information service center and teaching, research, academic institutions, the libraries should provide information and intelligence that support to improve the teaching quality and trainees’ accomplishment. This paper comprehensive use of questionnaire, interview and on-the-spot observation to Tianjin municipal party committee party school library as an example, through investigation of relevant users, as well as field study, survey tianjin municipal party committee party school library current resources and services status of library, related users of satisfaction and demand, in conjunction with the relevant documents is analyzed on the basis of tianjin municipal party committee party school libraries that the party of the mission and service design. On the basis of empirical, this research indicates that the party school libraries, Tianjin municipal party committee should bear the mission as the following five point: improve theoretical level, become the important platform learning party construction; Support mission, auxiliary teaching and scientific research of party; Advanced socialist ideological and theoretical propaganda, carry forward the current social trend; Cultivating cadre information literacy, information ethics and information ability; Rich cadres, teachers, and promote free, amateur life shaping the whole personality. Based on the statements of the mission , there are two aspects of conesponding proposal for the library: resource construction and construct characterization, individuation, humanized service system.
