中文摘要：	公开透明、让权力在阳光下运行，是现代政府的重要特征。推进政府信息公开，不仅有利于规范权力运行、方便群众监督、有效防止腐败，而且还可以为公众提供高效便捷的服务，让人民群众更好地了解政府运行、更广泛地参与政府管理、更直接地监督政府行为。自2008年5月《中华人民共和国政府信息公开条例》正式实施以来，《条例》总体上取得了良好的效果，但是各地、各级政府关于政府信息公开方面的诉讼案例也偶有发生。为了对各地方政府的信息公开情况进行有效监督管理，进一步促进《条例》的有效实施，有必要建立统一的评价标准，对政府信息公开情况进行科学评价和比较分析，同时，这也对各地方政府信息公开的持续开展具有重要的借鉴和指导意义。 本文首先运用文献分析的方法，分析和归纳我国政府信息公开的研究现状，同时对有关政府信息公开的评价指标体系和政府信息公开评价指标的研究成果做深入的调查，对相关的评价指标体系和主要研究结论作出归纳和总结。其次，运用访谈调研方法对塘沽管委会信息办和泰达档案馆进行访谈，了解政府机构信息公开的具体情况。再次，通过内容分析法对相关文献中的评价指标体系以及我国各地方政府信息公开考核办法进行内容分析，对文献中的重要评价指标进行归纳和提取，同时，对天津滨海新区的访谈内容和相关资料进行内容分析和编码，抽取与政府信息公开执行监督和效果评价密切相关的类目，作为评价指标的补充，构建地方政府信息公开评价指标体系，并通过专家问卷调查法和层次分析法对各指标进行权重赋值，得到最终的地方政府信息公开评价指标体系。最后，运用构建的指标体系评价天津滨海新区各区政府信息公开的情况。 本文的创新之处在于构建的指标体系是以现有的相关评价指标体系和我国地方政府信息公开考核方案为文本对象，运用内容分析法进行指标遴选，指标体系层次清晰，具有较强的指标指示性，便于及时、准确的找到政府在信息公开的过程中存在的问题，并针对问题找到解决问题的相应方法。文章中共有图1幅，表22个，参考文献82篇。
英文摘要：	Open, transparent and the power in the sunshine, are important features of modern government. Promoting government information openness can not only help to regulate the power, to supervise the government, to effectively prevent corruption, but also help to provide the public with convenient and efficient service. Then people may have a better understanding of government operations, wider participation in government management and more direct to monitor government actions. Since May 2008, "The Regulations of the People’s Republic of China on Open Government Information" has been officially implemented, it has generally achieved good results. But litigation cases about the government information openness occasionally occur throughout government at all levels. In order to effectively supervise government information openness and further promote the”Regulations”, it is necessary to establish uniform standards to evaluate and analysis the government information openness. Meanwhile, it is important for the governments to conduct the openness consistently. Firstly, based on the literature research method, this paper summarizes the present situation of the government information openness, investigates thoroughly the evaluation index system of government and its achievements and summarizes the major research findings. Secondly, we make a face-to-face interview with the administration committee office of Tanggu and TEDA archives to learn more about the openness. Thirdly, using the content analysis, we summarize and extract some important indexes. At the same time, we make analysis of the interview materials and extract the closely related categories as the complement of evaluation index system we conducted. After that, we make weight assignment to construct the finally evaluation index system and to weight Tianjin Binhai New District government information openness. The innovation of this paper is that the evaluation index system we constructed selects the related index systems and examining programmes of local governments to extract the indexes by content analysis. Because of the good levels and strong direction, we can find the problems of government information openness accurately and timely, then find the solutions for the problems.
