中文摘要：	数字网络环境下档案馆发生了一系列的变化。web2.0的兴起及应用使得开放、互动、协作、以用户为中心的理念深入人心。伴随着新技术、新理念的发展，档案馆参考咨询在服务理念、方式、效果、要求等方面发生了变化。在数字档案馆纷纷建设的大背景下，借鉴图书馆领域的已有研究成果，结合档案及档案工作的自身特点及规律以及档案用户的需求和期待，分析档案馆开展数字参考咨询的内容、方式、特点、服务现状和问题，探讨构建一套适用于省级档案馆开展数字参考咨询服务的评价指标。可以及时发现参考咨询服务过程中存在的问题，改善数字参考咨询服务质量，更好地结合自身特点为档案用户提供服务。 本文首先运用文献调研方法，对国内外关于数字参考咨询的相关理论进行回顾，对数字档案参考咨询的相关概念进行界定，对数字参考咨询服务评价指标研究成果深入分析的。其次，运用专家访谈法、网站访问法、问卷调查法对档案馆数字参考咨询服务现状进行研究。对浙江省档案馆数字参考咨询服务进行了案例分析。最后在对数字参考咨询服务研究成果深入分析的基础上，构建了省级档案馆数字参考咨询服务评价的指标体系框架，再通过专家问卷调查法和层次分析法为各指标进行权重赋值，得到最后评价指标体系。运用该指标体系对浙江省档案馆的数字参考咨询服务进行试评价，来检验指标的可用性。 本文的创新之处在于是基于档案行政管理部门对档案馆考核的角度设计，构建的指标体系适用于对省级档案馆数字参考咨询服务进行评价。指标体系层次性较好，指示性强。可以为档案馆数字参考咨询的管理制度、咨询网站、咨询人员、参考源、用户使用、效益等方面进行单独评价。本文构建的评价指标为档案馆数字参考咨询服务的考核与自检提供了标尺，便于从细节上准确、及时地找到档案馆数字参考咨询服务建设存在的问题，针对问题找到解决方法，对提高数字参考咨询服务水平和质量具有重要的实践指导和参考价值。
英文摘要：	The archives made a series of changes on the digital network environment. The ideas of open, interaction, coordination, user-contered go deep into popular hearts following with the rise of web 2.0. Accompanied by the new technology and the new concepts, many changes have taken place on the service philosophy, the modes, service effectiveness , the requirements and so on .In the background of costruction of many digital archives, we will learn from the exiting research results on Library and Information Science, according to the characteristics of archives and archival work and the users’ needs and expectations, and analyse the archives’ digital reference service’ content, methods, features, present staus and problems. And after those researches we will try to construct the evaluation index system which is suitable for Province-level archives’ digital reference services, It aids to find the problems existing the progress of digital reference services and helps to improve the quality of service and helps archives to provide better services for users according their actual situation, Firstly, based on the literature research method, this paper reviews the theoretical achievements of digital reference at home and abroad, and summarizes existing concepts and major research findings on archives’ digital reference service evaluation. Secondly, the writer research the current situation of archives’ digital reference service by using the interview method, visiting the websites and questionnaire-survey. And then analyse the digital reference services in Zhejiang Province archive as a case study. Finally the paper investigates thoroughly the achievements of digital reference service in the evaluation index system and we make a theoretical construct of evaluation system about the Province-level archives’ digital reference services, and then get the final evaluation index system of Province-level archives’ digital reference services by expert questionnaire and Analytic Hierarchy Process methods. Using the evaluation index system to evaluate the Zhejiang Province archive ‘s digital reference, and test the index system ‘s validity. The innovation of this paper is to construct the evaluation index system which is suitable for Province-level archives’ digital reference services. We design the index system based on the angle of archival administration , they may ues it to assess the digital archives. The good criteria systems level and directed indicators can help us do assessment from the management polices, digital reference website, consulauts, reference sources, users and benefit . This evaluation index system we constructed can be used as a scale for archives to evaluate and self-test the digital reference services. and it aids us to find accurate and timely problems in the archives’ digital reference, and helps us to find solutions to problems. This evaluation index system has the important practical guidance and reference value to improve the level and quality of archives’ digital reference services.
