中文摘要：	我国西部地区占地面积广，自然和文化资源丰富，地理位置独特，是我国重要的区域组成部分，具有重要的战略意义。但由于西部地区地理位置闭塞、气候和自然条件相对恶劣、民族问题复杂，使得西部地区的经济社会发展相对落后，不利于实现我国经济协同发展、全国人民共同富裕的重要目标。 面对这样的情况，国务院于2000年10月颁发了《国务院关于实施西部大开发若干政策措施的通知》，正式将西部大开发列入国家战略，重点支持西部地区发展。而在西部大开发过程中，针对于西部地区的政府投资项目建设成为西部开发的基础和重要内容，发挥了重要的带动作用。但目前，我国西部地区的政府投资建设项目管理方式还比较落后，管理水平较低，严重影响了西部地区政府投资项目的建设质量和效率，影响了西部地区的经济社会发展。 国家于2004年10月发布《国务院关于投资体制改革的决定》，其中明确规定，“对非经营性政府投资项目加快推行‘代建制’”。由此，西部地区开始了在政府投资建设项目中实施代建制的探索。 本文通过对西部地区代建制的相关文件内容进行梳理，对西部地区的代建制实施情况从不同的角度进行了比较分析，清晰的展现了西部地区政府投资建设项目代建制模式的发展现状，并由此分析了西部地区代建制中的问题。 在此基础之上，本文引入委托代理理论和项目治理理论，分析了政府投资建设项目代建制中的委托代理关系和项目治理问题，并提出了代建制中的项目治理主要内容和项目治理结构。基于这一理论基础，通过项目治理中的内部治理和外部治理两个结构维度，分别分析了西部地区政府投资建设项目代建制模式中的项目治理问题，并由此构建了西部地区政府投资建设项目代建制的治理模型。该模型反映了西部地区代建制的体系结构、制度安排与西部地区代建制模式中的关键治理控制点。基于对该模型的分析，本文提出了西部地区政府投资建设项目代建制管理方法体系，包括针对于关键治理控制点的管理控制方法和规范代建各方的职责与代建制实施流程的实施操作方法。
英文摘要：	Wide area of Western China，rich in natural and cultural resources，unique geographical position，is an important part of the area which has important strategic significance．However，the region of Western China is far away from the centre，and its climate and natural conditions are relatively poor，the ethnic problem is complex，so its development is lagged far behind，seriously affected the development of economy and social in Western China，and this situation is not conducive to achieve the important goals which to achieve the goals of National prosperity． Faced with this situation，on October 2000，the State Council issued the “The notice of State Council on the implementation of Western Development Drive policies”，which formally included in the national strategy of Western Development Drive，focusing on the development of the Western China． In the course of Western Development Drive，the construction work of government-invested project in the Western China is an important part of the foundation and has played an important role in promoting the development of Western China．But now，the management of government-invested project construction in Western China is still relatively backward，the lower management level，has seriously affected the quality and efficiency of government-invested projects' construction and the economic and social development in West China． On Oct 2004，the State Council promulgated the “Decision on the reform of investment system”，clearly stating “ to expedite the implementation of agent-construction system for the non-operating government-invested projects．” Thus，the Western China began the exploration of agent-construction system used in the government-invested projects' construction． This thesis sort out the contents of the relevant documents of agent-construction system in Western China，analyzed the implementation of agent-construction system from different angles，clearly shows the development status of agent-construction system in Western China，and identified the problems of the agent-construction system in the area． On this basis，we introduced the principal-agent theory and the project governance theory，analyzed the principal-agent relationship and project governance issues of the agent-construction system used in the government-invested projects．Then put forward the main content of agent-construction system and the project governance structure． Based on this theoretical basis，through the project governance structures of internal governance and external governance，respectively，the thesis analyzed the project governance issues of the agent-construction system used in the west china's government-invested projects，and thus build the Project Governance Model of the agent-construction system used in the West China's government-invested projects． The model reflects the architecture and institutional arrangements of the agent-construction system and the key management points in West China．Based on the analysis of the model，this thesis presents some methods of agent-construction system in West China，including the key management point and the duties of the parties on behalf of the construction and the process of the implementation of the agent-construction system operation methods．
