中文摘要：	天津旅行社业在市政府和旅游局的关怀下发展较快，游客接待量、营业收入、消费者满意度等方面都取得了良好的成绩，但它在发展的背后也存在很多突出的问题。与全国相比，天津旅行社数量较多，但整体实力较差，没有形成有实力的旅行社集团，旅行社分工协作水平低并且市场操作不规范，最终导致旅行社行业的整体效益偏低。这些表现归根结底就在于旅行社产业的规模结构和旅行社之间的分工协作关系存在问题即旅行社产业组织结构有待优化。产业组织结构不仅从微观层面影响旅行社之间的关系，也会从产业层面影响旅行社业的竞争力、产业安全和产业结构，最终影响天津旅游业的发展。 天津在最近几年提出“打造旅游强市，建立国际旅游目的地和集散地”的发展目标。作为天津市旅游业的重要组成部门，天津旅行社的产业组织结构急待调整和优化。目前对天津旅行社市场的研究存在很大空白，这些问题都制约着天津旅行社的进一步发展。本文旨在通过全面剖析天津旅行社的产业组织现状，为天津旅行社的产业组织优化奠定理论基础并为政府产业政策的制定提供建议。产业组织理论作为微观经济学的重要分支，以产业组织内的市场结构、市场行为、市场绩效及他们之间的关系为研究对象，既能从宏观把握行业发展，又能从微观角度分析产业内部结构，是政府制定产业政策的重要依据。作为产业组织理论的主要研究方法，SCP范式在各个领域被广泛应用。 本文以产业组织理论的SCP范式为分析工具，构建了天津旅行社业的分析框架。文章首先阐述了论文选题的原因和研究目的，提出了论文的写作思路和研究方法，并对SCP范式的相关理论和国内外的研究综述进行了归纳和总结。其次，运用SCP范式重点分析了天津旅行社的产业组织，包括市场结构、市场行为、市场绩效，并选取了相应的影响因素指标进行衡量。最后对天津旅行社的产业组织状况进行总结，并为产业政策的制定提供建议。
英文摘要：	Under the care of Tianjin Municipal Government and Tourism Administration, Tianjin travel service industry has achieved rapid development in the number of visitors, operating income, total assets, tourist satisfaction and so on, but there are still many outstanding problems. Compared with the nation’s average level, Tianjin travel service industry is in a large quantity, but its overall strength stays poor and the main bottlenecks are as follows. Firstly, there is no powerful travel service group and the market efficiency is low. Secondly, the market operation is not standardized and the level of cooperation and specialization keeps bad. Finally, travel service industry only gets low profit and is difficult to survive. The performances above result from the size of industrial structure and division of labor between the travel services, which is to say the industrial structure needs optimization. Industrial structure will not only affect the relationship between travel services through micro level, but also affect the industrial competitiveness, safety and structure. Ultimately it will influence the overall development of Tianjin tourism from macro level. In recent years, Tianjin has proposed the goals to build itself an international tourism destination and distribution center. As an important component of tourism industry, the industrial structure of Tianjin travel service is urgent to be adjusted and optimized. However, study in Tianjin travel service industry exists much blank and all these problems are plaguing the further development of Tianjin travel service. This paper aims to analyze market situation of Tianjin travel service comprehensively, and put forward some suggestions for the executive branch’s decision-making. Industrial organization theory is an important branch of microeconomics, whose main concern is market structure, market behavior, market performance and their relationships. It provides a good method which you could not only grasp the macro-development of the industry, but also analyze the industry in depth from the perspective of micro- structure and offer an important basis for the government’s industrial policy. As the main research method of industrial organization theory, SCP model is widely used in various fields. In this paper, SCP model is used as the analysis tool to build the framework of Tianjin travel service analysis. To begin with, the first part is the introduction which describes the reason choosing the proposed topic, its practical and theoretical significance, research methods and the theory of SCP model studies at home and abroad. Secondly, the paper analyzes the industrial organization of Tianjin travel service, including market structure, market behavior and market performance, then selects some indicators to depth study. Finally, it makes a summarized statement of industrial organization of Tianjin travel service, and provides some recommendations for the industry policy.
